�l W4 <br />5. <br />(a) FINAL ENVIRONMENTAL IMPACT REPORT (Not a Public Hearing but Public <br />Comments Allowed, but will not be a part of the Final EIR) <br />Chair Foust gave the order as follows: <br />1. Introduction /overview by Senior Planner Maureen Riordan. <br />2. EIP Associates' presentation (Final EIR for the Kaiser Master Plan). <br />3. Planning Commission (PC) member input, as well as speaker cards received. <br />4. PC discussion with questions on the final EIR. <br />5. PC will take action on the EIR. <br />6. PC to adopt a Resolution of Intention to initiate and consider a Zoning Map <br />Amendment, and to recommend that the City Council adopt the Zoning Map <br />Amendment and associated Precise Plan. <br />7. Open Public Hearing. <br />Senior Planner Maureen Riordan said the presentation consists of two segments: <br />1. EIR, presented by EIP Associates, and <br />2. Precise Plan, presented by Terry Bottomley. <br />She said the presentation of the Final EIR is a summary of responses to those public <br />agencies and individuals who responded to the Draft EIR. The Final EIR includes an <br />Addendum, which is a Revised Water Projection Assessment, and it also includes a <br />Mitigation Monitoring and Reporting Program, which staff will use to monitor the various <br />impacts and programs set up to mitigate the impacts of the project. <br />Michael Kay of EIP Associates said comment <br />following eight organizations: <br />1. SamTrans <br />2 C /CAG <br />3. Airport Land Use Commission (ALUC) <br />4. Congestive Management Consultant <br />5. Department of Toxic Substances Control <br />6. Caltrans <br />7. Peninsula Boardwalk Association <br />8. Kaiser Foundation Hospitals <br />letters on the Draft EIR came from the <br />Mr. Kay said the responses did not result in any significant change in the analysis, nor <br />mitigation measures, which would require recirculation of the document. Therefore, EIP <br />recommends adopting the Final EIR. <br />He said there were a couple of significant unavoidable impacts having to do with <br />accumulative transportation impacts at Woodside Road and Veterans Boulevard, and <br />also water supply impacts. He said because these two impacts are significantly <br />unavoidable, a Statement of Overriding Consideration would have to be adopted. <br />Ms Riordan said that the City Council would make the Statement of Overriding <br />Consideration at the Precise Plan stage. <br />Commissioner Piulle referred to the SamTrans' response to comments, and wondered <br />why on pages 3 -5 and 3 -6, the mitigation portion is being taken out and put into one <br />paragraph that overrides most things she commented on and felt should remain in the <br />Page 2 of 17 <br />
