touch with humans and finally use it in parks and front yards. He read a letter into
the record dated July 22, 2003 from Gossamer Village Owners Association.
Alan Bygdnes stated that he has lived in Redwood City for 73 years and things
have changed. Citing statistics, he stated that the current drought is manmade
created by the City. The city is currently using water at a rate of 10% over its water
allotment, the 10% increase in living units, plus the new offices and realty spaces
at Pete's Harbor will add approximately 11 % more demand on the city's water
supply. The staff solution is to build a $43 million plant to recycle sewer water for
Redwood City and Redwood Shores. He stated his problem with Item 8B is that
staff proposes using recycled water that is contaminated with surviving infectious
organisms and chemicals for irrigation of parks, playgrounds and sporting fields in
Redwood Shores and Redwood City. In summary, he asked that a revision be
added that prohibits the use of recycled sewer water on parks, playgrounds and
swimming pools in Redwood City or Redwood Shores. Secondly, he asked that the
resolution be changed to reflect this revision.
M/S Ira /Howard to extend the meeting to 11:30 p.m. The motion passed by a
unanimous voice vote.
Dr. Martin Atkinson -Barr stated that Dr. Deresinski displayed contemptuous
behavior unbecoming Bob Parkhurst asked whether the report was obsolete or
not. He asked if the decision is being made at this time, why is the purple pipe
being installed on the freeway. He asked if a reasonable choice could be made to
not use recycled water in playgrounds.
Rudy Luca asked how the City is not going to use more water with the various
developments being planned. He asked the Council to reject the proposal.
Laleh Shahideh thanked Council for responding to her e-mail and stated she
moved to Redwood Shores in November. She stated that had she known about
the project, she would not have purchased the property. She stated that based on
her findings as director of student services at the University of San Francisco, she
checked with her colleagues in the environmental studies program and
environmental science, and asked the Council to oppose the project pending
further investigation. She gave many suggestions and points to consider.
Kate Eckhardt stated she is not a proponent; she is a realtor with a biomedical
background. She stated that Mr. Pentano spoke in error. She stated that all the
diseases we know are related and the correlation will be drawn. She further stated
that you cannot ruin an area for the benefit of another and that it is unconstitutional
and unfair housing.
Tom Bornheimel stated that democracy works and we use too much water. He
stated that 40% of the increase occurred in Redwood Shores. He further stated
REGULAR CITY COUNCIL MEETING JULY 28,20M
MINUTES PAGE 11
