e <br />In Menlo Park and the City of San Mateo, where the City Councils voted to allow large <br />family child care homes in residential neighborhoods by right, there has been a dramatic <br />increase in the expansion of small family child care homes to large. Indeed, large homes <br />increased from 25% to 45 -60% of total licensed family child care providers in those cities. In <br />just one of the above cities, that increase translated into 100 additional licensed child care <br />spaces for children and families. It is not a coincidence that the cities that have removed land <br />use barriers to the expansion of small homes to large homes have the healthiest, most diverse <br />supply of licensed family child care homes in their residential neighborhoods. <br />
