9.A -3 <br />ECONOMIC DEVELOPMENT HANDBOOK <br />A NEW RESOURCE <br />A newly updated Economic Development <br />Handbook is the latest addition to League p iblica- <br />tions. <br />Produced by the League, the California Asso- <br />ciation for Local Economic Development, and the <br />California State Association of Counties, the <br />Handbook is designed as a tool to help educate <br />city officials about ways to tackle the serious <br />economic policy issues facing their cities. It <br />explains the concepts of economic development, <br />explores the causes of business growth and <br />decline, and discusses the benefits of collabora- <br />tion in the strategic planning process. <br />SURPRISE VETO OF LEAGUE - SPONSORED <br />ELECTIONS BILL <br />The League of California Cities and the City <br />Clerks' Association ofCalifomia (CCAC) experi- <br />enced a disappointing defeat this week when the <br />Governor vetoed AB 718, a bill sponsored by the <br />League that attempted to clean up provisions in <br />the elections code and clarify the duties of local <br />elections officials around the State. <br />The bill was on consent during most of its <br />process through the legislature and received only <br />one "no" vote on the Senate floor. In fact, the measure would save cities <br />time, energy and administrative fees by providing <br />that mail ballot elections would be conducted not <br />more than three times per year, providing for <br />randomizing alphabets only one time for run -off <br />elections, and requiring that "authors" as opposed <br />to "persons" construct ballot arguments. <br />The CCAC and the League are committed to <br />introducing similar legislation next year and are <br />working diligently with the Governor's office and <br />the Department of Finance to demonstrate the <br />cost - savings of this bill to ensure its passage. <br />................................ ............................... <br />26TH ANNUAL CONFERENCE EXPOSITION SEPTEMBER 8 AND 9, 2003 <br />Make the most of the annual conference by visiting the Exposition Hall, where more than 285 <br />• businesses and agencies will be displaying products and services that can help you better serve <br />your constituents.
