9 A -I4 <br />ANNUAL CONFERENCE from page 1 <br />Adding to the mix, however, is the fact that the <br />League board of directors has assured that the <br />conference agenda will be dominated by discus- <br />sion and action ,in a long- standing League policy <br />priorit" proposed statewide initiative to protect <br />city services and revenues from future state raids. <br />During general sessions on Sunday, Monday and <br />Tuesday, delegates will be briefed on recent <br />actions of the League to prepare to sponsor a <br />statewide initiative that would present the voters <br />with the opportunity to insulate city services and <br />revenues from state confiscation. Delegates also <br />will be provided with valuable information on how <br />they can become involved with the effort over the <br />next year. <br />During the Tuesday, September 9 general <br />session delegates will hear from keynote speaker, <br />Malcolm Gladwell, author of the popular new book <br />The Tiooina Point: How Little Thinas Can Make a <br />Bio Difference, about how to create a critical <br />mass of support for a new idea by word of mouth <br />and the actions of community opinion leaders <br />such as city officials and others. Following his <br />presentation delegates will gather by regional <br />division to be briefed and caucus on the proposed <br />initiative. <br />WORKERS COMP from page 1.00 0 a a 0 • <br />The following is a summary of reform goals <br />raised by the League and CSAC: <br />1. Promote prudent use of health care by <br />adopting standardized protocols for procedures <br />like chiropractic treatment and physical therapy, <br />Require use of generic drugs. <br />2. Improve accountability and administration by <br />revising penalties for delay or denial of benefits. <br />Require use of the AMA guidelines to promote a <br />more objective system to determine disability. <br />3. Align the public and private sectors by <br />including all employers in the provisions that <br />enable use of an alternative dispute resolution. <br />Prohibit any new presumptions and prohibit the <br />expansion of temporary disability benefits under <br />4850. <br />4. Correct actions taken with the passage of <br />AB 749. Correct the minimum temporary disability <br />rate problem that results in people receiving more <br />money while disabled than when they return to <br />work. Permit employers to negotiate a lump sum <br />rehabilitation settlement with employees who elect <br />not to be represented by legal counsel. <br />The conference will culminate with the Sep- <br />tember 10 General Assembly of League voting <br />delegates during which delegates will consider a <br />special initiative resolution submitted by the <br />League Board of Directors. The resolution calls <br />on the General Assembly to ratify the unanimous <br />board decision in July to sponsor a statewide <br />initiative to require voter approval before state <br />government may confiscate local tax funds that <br />Fund critical local services.
