Box 391 <br />Redwood City, CA 94064 <br /> <br /> Re: Proposal for Goodwill Loss and Fixture and Equipment Appraisal Services <br /> On 25 Businesses Located Within the Franklin Street Area Plan <br /> Redwood City, California <br /> <br />Dear Mr. Church: <br /> <br />As requested, submitted herein is Desmond, Marcello & Amster's ("DM&A") proposal to provide <br />goodwill loss and fixture and equipment appraisal services. The scope of DM&A's appraisal services <br />includes budgetary estimates of compensable goodwill loss and fixtures and equipment (Phase I) and <br />comprehensive fixture and equipment appraisals (Phase II) for 25 businesses located within the Franklin <br />Street Area Plan in Redwood City, California. The project area is bounded by Jefferson Avenue on the <br />north, Maple Street to the south, El Camino Real to the west and the railroad track to the east. It is my <br />understanding that the Redwood City Redevelopment Agency ("Agency") and the developer, Shea <br />Homes, has entered into a disposition and development agreement for the purpose of considering <br />development of housing within the Redevelopment Project Area. <br /> <br />Phase I <br /> <br />The budgetary estimates will be based on limited site inspections, DM&A's experience in the valuation <br />of comparable businesses and business assets, the California Eminent Domain Law, particularly with <br />respect to Article 3 - Compensation for Improvements, and Article 6 - Compensation for Loss of <br />Goodwill, as well as relevant case law. This analysis will not include owner interviews, an inventory of <br />tangible assets, financial statement reviews or in-depth market research. Therefore, the conclusions are <br />highly preliminary and inappropriate for settlement negotiations. The preliminary estimates are solely <br />appropriate for budgetary purposes. <br /> <br /> <br />
