16. LOBBYING PROHIBITING. Funds provided under this agreement shall not be <br />used by Contractor for publicity or propaganda purposes designed to support or defeiat legislation <br />pending before federal, salts, or local govemknent. <br />17. RELIGIOUS ACTIVITY PROHIBITED. There shall be no religious worship,, <br />instruction or proselytizing as apart of, or in connection with the performance of this agreement. <br />18. PARAGRAPH HEADINGS.
