F-- <br />To the Honorable Mayor and City Council <br />From the City Manager <br />September 8, 2003 <br />Subject <br />Joint Use of the San Mateo County's Parking Garage <br />Recommendation <br />It is recommended that the Council approve the attached Cooperative Agreement by <br />motion. <br />Background <br />Due to the development of the cinema project, the expanded use of the Fox Theatre, the <br />opening of the Little Fox, the anticipated growth of other existing businesses, and the <br />development of new businesses in the downtown, it is necessary for Redwood City to <br />continue to expand the availability of public parking. Redwood City will construct a new <br />parking garage under the Retail /Cinema project of approximately 580 spaces, and will <br />expand the surface parking on block 2 (land between railroad tracks and <br />Middlefield/Winslow) by 100 spaces for a total of 300 spaces. <br />In order to provide even more public parking for Friday evenings and weekends, Council <br />directed staff to work out a cooperative parking agreement with San Mateo County <br />(County). The agreement allows the City to use the County's parking lot on Friday nights <br />from 4:00 p.m., until 2:00 a.m. on Monday mornings, and some additional weekday nights. <br />This structure will provide an additional 646 spaces for public parking. <br />This is a great example of the cost efficiencies of jointly sharing governmental <br />infrastructures. Redwood City will modify, as needed, the present vehicle gate system. <br />We will pay our prorated share of lighting and elevator maintenance cost. The City will <br />sweep the County structure every other weekend and will power wash the facility twice a <br />year. For these minimal costs, the City will make available 646 additional public parking <br />spaces during the peak demand hours of our revitalized downtown. <br />Alternative <br />There is no reasonable alternative. There will be a need for additional public parking. The <br />cost of building a structure in addition to the one under the retail /cinema project would be <br />exorbitant and an inefficient use of funds. <br />
