Council Member Pierce stated that one of the reasons it is important to propose
this is the result of the last meeting where there were two sides of the issue
presented. Given the fact that a bigger water issue is to be resolved, the thought
is that the best way to accomplish that is to bring together people with diverse
ideas and different backgrounds; provide information and a quality facilitator to
work with them to study the process and problem; while looking at solutions that
respect all concerns and not hold the city in jeopardy. She further stated that the
hope is to create a process that allows getting beyond attempting to convince
each other who has the correct science, but instead craft a solution to a problem
respecting people's issues.
Public Comment:
Christina Lai, Redwood Shores resident and co- founder of Safewater Coalition,
stated that at the previous meeting Council heard from the Coalition and many
other concerned residents of Redwood Shores and other city residents. Several
video clips were shown of speakers and news broadcasts pertaining to the
recycled water project. She further stated that tonight the demand is for City
Council to honor the July 28 statements and put them in writing as conditions
stating that recycled water will not be used in schools, playgrounds, and anywhere
children will be exposed. She asked that in regards to the purpose under the
conceptual proposal for a task force that the word "postpone" be substituted with
a softer word. She proposed that the Safewater Coalition be allowed to forward a
list of names from which the Council may appoint five or more persons. Under
recommendation she stated that if the task force is to be a truly balanced, broad
based group representative of all aspects of the issue at hand, then the final
consensus recommendation of the task force should be trusted in full and the
project should not proceed if the task force is not able to reach a
recommendation. Alternative "E" should be considered when performing analysis
and making recommendation and if not endorsed should not be allowed to move
forward.
Mark McLaren stated that at the last meeting PWS Director Ingram stated he did
not have an alternative to alternative "D" available, but it turns out it is alternative
"E" dated February 22, 2003. He stated that if you propose to only use water east
of the freeway, that mainland Redwood City might not be quite as concerned. He
asked why that was not presented to the people during the public comment period
and stated that Council might consider extending the comment period because all
the information was not available. He further stated it seems a lot of people of
become upset over a relatively small amount of water. He applauded the task
force concept and hopes it is empowered to look at alternatives to recycled water.
Chet Yee, Redwood City resident, distributed technical publications and articles
and objected to the action taken by Council on July 28. He stated he spoke
against the proposed resolutions, especially, opposing the second resolution. In
regards to chemicals, especially, potent and harmful prescription drugs continually
REGULAR CITY COUNCIL MEETING AUGUST 11, 2003
MINUTES PAGE 6
