<br />possessing firearms or having access to fire-
<br />arms. This bill would also require the dealer to
<br />record on the register or record of electronic
<br />transfer, the date a handgun or other firearm is

<br />SB 911 (Alpert). Local Emergency Telephone
<br />Systems: 911 Administrative Board. SB 911
<br />creates a State 911 Advisory Board comprised of
<br />specified members appointed by the Governor to
<br />advise the Telecommunications Division of speci-
<br />fied subject areas. SB 911 is intended to improve
<br />delivery of the 911 systems by addressing such
<br />issues as bidding policies, and establishing
<br />consistent procedures regarding equitable reim-
<br />bursement for all participating agencies. SB 911
<br />also ensures that professionals who deliver 911
<br />services are making decisions about the system.
<br />The "911" Advisory Board established by SB 911
<br />provides a good representation of local public
<br />safety agencies while also providing technical
<br />expertise to improve the quality of emergency
