She submitted for public record a petition of <br />signatures. <br />Dennis Wolfe commended Council for the effort put forth and stated his concern <br />about the task force that being the storming and the norming so that they can <br />form a decision. He stated his hope that Council will do all it can to work with the <br />citizens who become part of the task force to bridge the polarization. He thanked <br />Christina Lai for her effort. <br />Kate Eckhart thanked and gave appreciation to the efforts of Christina Lai and the <br />Safewater Coalition. She stated that desalinization is the answer and there are <br />many alternatives to consider. In order to have an effective task force results, we <br />must err on the side of caution. <br />Alan Bygdnes suggested a solution to be a desalinization plan where building <br />plans could go forward and no problem for the children would exist. <br />Pamela Estes, not a member of the Safewater Coalition and does not live in <br />Redwood Shores, stated she does not agree with the resolution adopted on July <br />28 and is opposed to the use for irrigating land where children play. She stated <br />that despite the best effort and precautions, accidents will occur and cross <br />contamination compromises public health and safety and creates a negative <br />public perception. She asked if the city had projected potential costs related to <br />claims, injunctions or lawsuits that might occur. <br />Carol Shelton showed a slide of alternative "B" stating that it finds 3,700 acre feet <br />of water and should be the back up plan if the committee fails. It is best because <br />it goes all over the city and allows the committee to pick and choose areas that <br />are not homes, schools or parks. She referred to alternative "F" finding 2,138 acre <br />feet of water but does not involve homes, parks or schools. She stated that the <br />committee would have to go to the hills to find 2,100 acre feet of water. She <br />stated that the committee is not necessary, that the consultants should go back <br />and locate places not around children, name that alternative and move forward. <br />She cited various problems with the committee and asked how they would be <br />dealt with prior to the committee being established. <br />Janet Borgens thanked Council, staff and Christina Lai for the time spent on the <br />issue. She stated she doesn't want children hurt and supports the task force. She <br />further stated she would like to be part of the process and supports reclaimed <br />water. <br />Robert Abbott asked about budgeting for any potential lawsuits and stated that <br />the experts varied in their response to safe amounts of water. He posed a policy <br />resolution to be required that no homeowner's association, housing, school, park <br />or any other place where people live should ever get water before every member <br />REGULAR CITY COUNCIL MEETING AUGUST 11, 2003 <br />MINUTES PAGE 9 <br />
