limited to, the costs of planning, environmental review, acquisition, relocation, financial analyses and legal services, but excluding Agency and City staff time; and 6. Negotiated the terms and conditions of this Agreement. §104 The Redevelopment Plan This Agreement is subject to the provisions of the Redevelopment Plan as adopted by Ordinance No. 1862 and as amended by Ordinance No. 1911, Ordinance No. 2007 and Ordinance No. 2085 of the City of Redwood City ("Redevelopment Plan") which is incorporated herein by reference and made a part hereof as though fully set forth herein. Agency agrees that prior to the issuance of the Certificate of Completion, no amendment of the Redevelopment Plan by Agency which changes the uses or development permitted in the Franklin Street Area or changes the restrictions or controls that apply to the Franklin Street Area shall. .be made or become effective without the prior written consent of Shea. Amendments to the Redevelopment Plan applying to property outside of the Franklin Street Area shall not require the consent of Shea. §105 The Redevelopment Area The Redwood City Redevelopment Project Area No. 2 is comprised of three non- contiguous sub-areas covering 1,017 acres located in the City, as more particularly shown in Attachment 2 attached hereto and incorporated herein by reference (the "Redevelopment Area"). The three non-contiguous sub-areas include the "Marina Subarea," "Seaport Subarea," and "Downtown Subarea." §106 The Franklin Street Area The Franklin Street Project Site is located within the Redevelopment Area and within the area covered by the Franklin Street Area Plan adopted by the City in 1994 (the "Franklin Street Area Plan"). The Franklin Street Area Plan covers an approximately 25- acre area of the City bounded by E1 Camino Real on the west, Jefferson Avenue on the north, Middlefield Road along the east, and Maple Street on the south, as more particularly shown in Attachment 3 attached hereto and incorporated herein by reference (the "Franklin Street Area"). The Franklin Street Area is also located within the Downtown Subarea of the Redevelopment Area. §107 The Franklin Street Project Site The "Franklin Street Project Site" is that portion of the Downtown Subarea of the Redevelopment Area and the Franklin Street Area consisting of an approximately 17-acre area bounded by Jefferson Avenue to the north, the Caltrain tracks to the east,. Maple Street to the south, and E1 Camino Real to the west, as more particularly shown on Attachment 3, attached hereto and incorporated herein by reference. The "Shea Project Site" consists of approximately twelve (12) acres generally bounded by E1 Camino Real to the west, Jefferson Street to the north, the Caltrain right- of-way to the east, and Monroe Street to the south as more particularly shown on Attachment 4:.(a) hereto.
