limited to, the costs of planning, environmental review, acquisition, relocation, financial <br /> analyses and legal services, but excluding Agency and City staff time; and <br /> <br /> 6. Negotiated the terms and conditions of this Agreement. <br /> <br /> §104 The Redevelopment Plan <br /> This Agreement is subject to the provisions of the Redevelopment Plan as adopted <br />by Ordinance No. 1862 and as amended by Ordinance No. 1911, Ordinance No. 2007 and <br />Ordinance No. 2085 of the City of Redwood City ("Redevelopment Plan") which is <br />incorporated herein by reference and made a part hereof as though fully set forth herein. <br /> <br /> Agency agrees that prior to the issuance of the Certificate of Completion, no <br />amendment of the Redevelopment Plan by Agency which changes the uses or <br />development permitted in the Franklin Street Area or changes the restrictions or controls <br />that apply to the Franklin Street Area shall. .be made or become effective without the prior <br />written consent of Shea. Amendments to the Redevelopment Plan applying to property <br />outside of the Franklin Street Area shall not require the consent of Shea. <br /> §105 The Redevelopment Area <br /> The Redwood City Redevelopment Project Area No. 2 is comprised of three non- <br />contiguous sub-areas covering 1,017 acres located in the City, as more particularly shown <br />in Attachment 2 attached hereto and incorporated herein by reference (the <br />"Redevelopment Area"). The three non-contiguous sub-areas include the "Marina <br />Subarea," "Seaport Subarea," and "Downtown Subarea." <br /> <br /> §106 The Franklin Street Area <br /> <br /> The Franklin Street Project Site is located within the Redevelopment Area and <br />within the area covered by the Franklin Street Area Plan adopted by the City in 1994 (the <br />"Franklin Street Area Plan"). The Franklin Street Area Plan covers an approximately 25- <br />acre area of the City bounded by E1 Camino Real on the west, Jefferson Avenue on the <br />north, Middlefield Road along the east, and Maple Street on the south, as more <br />particularly shown in Attachment 3 attached hereto and incorporated herein by reference <br />(the "Franklin Street Area"). The Franklin Street Area is also located within the <br />Downtown Subarea of the Redevelopment Area. <br /> <br /> §107 The Franklin Street Project Site <br /> The "Franklin Street Project Site" is that portion of the Downtown Subarea of the <br />Redevelopment Area and the Franklin Street Area consisting of an approximately 17-acre <br />area bounded by Jefferson Avenue to the north, the Caltrain tracks to the east,. Maple <br />Street to the south, and E1 Camino Real to the west, as more particularly shown on <br />Attachment 3, attached hereto and incorporated herein by reference. <br /> <br /> The "Shea Project Site" consists of approximately twelve (12) acres generally <br />bounded by E1 Camino Real to the west, Jefferson Street to the north, the Caltrain right- <br />of-way to the east, and Monroe Street to the south as more particularly shown on <br />Attachment 4:.(a) hereto.
