Page 2 <br /> <br />Task 1 - Archaeological Monitoring <br /> <br />Archaeological monitoring! of subsurface construction incinding grading and excavation for the <br />underground parking is required by the mitigation measures of the Final EIR for the project. It is <br />our intent to monitor only when necessary based on the background information we have for the <br />project. The Monitoring Archaeologist will determine the duration and intensity of the <br />monitoring program which will range fi:om full time monitoring to "as needed" inspections on <br />either a regular or intermittent basis throughout all ground disturbing construction operations. <br />Full time monitoring will probably be necessary for the first phases of the project (0-8 feet below <br />surface) tapering to an intermittent, discretionary basis unless any indications of significant <br />subsurface resources are noted by the monitor. The Monitoring Archaeologist, will have the <br />authority to temporarily halt construction operations within 10 meters of a find or resource <br />exposure to determine if significant or potentially significant cultural resources are present and if <br />they will be adversely affected by continuing constructioa operations. Work may be redirected to <br />other locations outside of the find zone. NOTE: Basin Research Associates' Staff and the <br />Monitoring Archaeologist will be available via telephone in the event of an unexpected discovery <br />for review in the event that the Monitoring Archaeologist is not on-site. Typical response time <br />should be within 90 minutes depending on traffic. <br /> <br />As part of the monitoring services, it is anticipated that the consultant will interact with the <br />Designated Observers to be provided by the City's HRAC. It is expected that the Monitoring <br />Archaeologist on-site, in consultati6n with the Principal Investigator, will be the ultimate <br />authority in regards to monitoring, artifact and feature collection, and other cultural resources <br />issues. <br /> <br />Native American burials will be handled in accordance with state law. Any other prehistoric <br />cultural resources will be subject to identification and evaluation. Significant resources as <br />defined by the California Environmental Quality Act will be mitigated in consultation with the <br />City (i.e., Cultural Resoumes Management Plan n.d.) and other regulatory agencies as <br />appropriate. <br /> <br />Task 2 - Collection Processing <br /> <br />Wash/Clean: Washing will be undertaken to remove excess dirt to permit cataloging. This phase <br />will also include comparison of field inventory information with individual bag annotations prior <br />to washing. Processing will be completed by a lab assistant. <br /> <br />Collections Organization: Organize collection boxes to reflect the field artifact inventory (e.g., <br />date order). Processing will be completed by a lab assistant under the direction of the Research <br />Sciemist. <br /> <br />Documentation Review: Review of the project task statement, any fieldnotes, Daily Work <br />Reports (DWRs), maps. and field artifact inventory, etc. These documents provide information <br />as to artifacts/samples collected in the field (e.g., paper, metal, basketry, etc. not to be washed; <br />oversized objects; missing objects and so on). The Research Scientist will complete this task. <br /> <br />Catalog/Inventory: Cataloging involves numbering and completing a description of an artifact. If <br />a repository has been designated, the repository is consulted and their catalog numbering system <br /> <br />1.
