EXHIBIT A - SCOPE OF SERVICES <br /> Redwood City Recycled Water Project <br /> Community Learning and Outreach <br /> <br /> Data Instincts <br /> April 2, 2003 <br /> <br /> *** PHASE ONE APPROVAL ONLY *** <br /> <br /> Purpose <br /> Provide communications and outreach support to the City of Redwood City (RC) related <br /> to the implementation of a recycled water project for landscape irrigation and industrial <br /> uses. Activities and materials produced will assist the City in formulating a successful <br /> long-term recycled water plan that includes full-scale outreach to residents, site <br /> managers and businesses. <br /> <br />Approach <br />At the request of RC staff, this proposal has been designed in two phases: <br />· Phase One is intended to be immediately authorized by the City Manager, in order <br /> for systems work, database design and draft materials to be developed ahead of <br /> anticipated City Council actions on the proposed recycled water project in May, <br /> June and July 2003. Phase One has a not-to-exceed value, based on specific <br /> tasks, deliverables and budgeted hours. <br /> <br />· Phase Two is envisioned as being approved by the City Council in July 2003, <br /> following their initial decisions, but prior to their engaging in the many <br /> implementation actions / decisions for the project. The Phase Two scope may be <br /> amended as Phase One is conducted, and as RC refines its needs. At the time the <br /> staff asks the City Council to approve Phase Two, a not-to-exceed contract amount <br /> may be established. <br /> <br />· Redwood City discretion: Data Instincts understands that Redwood City may <br /> decide not to proceed with Phase Two, may reduce or change the proposed scope, <br /> and/or may delay authorization of Phase Two. <br /> <br />· Initially, the outreach management database will be developed and located at the <br /> San Francisco offices of Kennedy / Jenks Consultants (RC's recycled water <br /> engineering consultant), such that maximum benefit can be realized by linking to <br /> GIS maps created for the City by K/J. The City will choose when to migrate this <br /> system to their own on-site server(s) at a subsequent stage of the project. <br /> Purchase, licensing, and maintenance agreements for "Goldmine" software shall be <br /> executed directly by RC, separate from this agreement. <br /> <br />F:Atty/Agr/Agr. 107 9 <br />040303 <br /> <br /> <br />
