Follow -up items from June 30, 2003 Budget Study Session <br />City Manager Everett explained that questions from the first study session <br />were asked and additional information was requested in order to compare the <br />adopted budget from two years ago and the proposed reductions to the fiscal <br />year 03/04 budget. <br />Financial Services Director Ponty responded to the question of reducing the <br />$200,000.00 budgeted for the database from the Franchise Tax Board that <br />gives the names of businesses operating in the City to cross reference with <br />the City's records. After checking with other cities, it was determined that none <br />of them are using this data for an in house audit program because it is a very <br />labor intensive process. There is a program available where a company that <br />uses this data would retain 40% of the amount collected and would mostly <br />identity the smaller businesses. Council consensus was to bring back more <br />information on the concept for consideration. <br />Public Comment: <br />Pat Benner stated she had been in jail many times to train inmates to be <br />tutors. She stated that if the library is cut you effect Project Read. She stated <br />that Project Read is an award winning program that teaches kids and adults <br />how to read as well as jail inmates. She stated that if reductions are made at <br />the library it effects the one resource that supplies the community a place <br />where people learn to read and write better. She summarized by saying that <br />the library makes taxpayers. <br />Kathy Endaya clarified that 42 %-48% of the library budget is provided by the <br />City for library services.
