A. Bond Service Tax Rates — 2003 -2004 General Improvement (511) <br />District 1 -64 <br />Financial Services Accountant Greenhorn stated that, based on the accepted <br />equalized assessment roll, the rate is 6.61 % lower for the reclamation bonds and <br />5.9% lower for the facility bonds due to an increase in the values of the property of <br />the district. This tax rate will raise the amounts that are included in the 2002/04 <br />budget in the amount of $2,020,000.00. <br />MIS Ira /Ruskin to introduce the attached ordinance setting the tax rates for <br />General Improvement District No. 1 -64 be introduced. <br />AN ORDINANCE FIXING THE AMOUNT OF MONEY TO BE RAISED BY TAXATION <br />UPON THE TAXABLE PROPERTY WITHIN GENERAL IMPROVEMENT DISTRICT NO. <br />1 -64 TO PROVIDE FUNDS FOR GENERAL IMPROVEMENT DISTRICT NO. 1 -64, AND <br />FIXING AND LEVYING THE TAX RATE THEREFORE <br />The motion passed by a unanimous roll call vote. <br />BOE MINUTE ORDER 03 -002 <br />B. Budget Study Session II (501) <br />I. Introduction <br />City Manager Everett explained that the order of budget discussion would be: <br />public hearing for water and sewer rates, the Capital budget, follow -up from the <br />June 30 budget study session, and then to the Redevelopment Agency budget. <br />II. Public Hearings <br />A. Amendment of Water Basic Charge and Conservation Usage Rates <br />Vice Mayor Ira, Chairperson of the Utilities Committee, stated that staff has <br />presented and the Committee unanimously recommended the proposal. PWS <br />Director Ingram stated the two items are done every year which balances the <br />revenues and expenditures within the two enterprise funds. He further <br />explained the water rates and charges. <br />Mayor Claire opened the public hearing.
