6.2.A. - Page 1 <br /> To the Honorable Mayor and City Cou nci I <br /> From the City Manager <br /> J u ne 13, 2011 <br /> SUBJECT <br /> Final Acceptance — Energy Lighting Retrofit Project (Marshall Street Parking Garage) <br /> RECOMMENDATION <br /> Accept, by motion, the Energy Lighting Retrofit Project (Marshall Street Parking Garage) <br /> and authorize the release of bonds and retention according to city procedures. <br /> BAC KG RO U N D <br /> On May 24, 2010, Council authorized execution of an energy services contract with A <br /> Bright Idea of Union City for the amount of $76,360.90 to replace the existing lighting in <br /> Marshall Street Garage with energy efficient fixtures. This project was performed in <br /> conjunction with Ecology Action, PG&E, and the San Mateo County Energy Watch <br /> Program. The final cost to the city is $60,596.27, and PG&E's share of the cost is <br /> $15,764.63 pursuant to the agreement. Work to replace 177 metal halide light fixtures <br /> with energy saving fluorescent fixtures began on October 31, 2010 and was <br /> substantially completed on September 28, 2010. Formal acceptance of this project has <br /> been delayed until staff's concern regarding the ballasts initially provided for the <br /> installation was fully resolved. Initially, the fixture manufacturer provided ballasts that <br /> would not function at temperatures lower than 50° F. The manufacturer agreed to <br /> replace these undesirable ballasts. However, the preferred ballasts were in great <br /> demand and remained on back order for a period of time. <br /> Retrofitting the lighting fixtures in the Marshall Street Parking Garage saves energy <br /> consistent with Council's strategic goal of supporting climate protection through <br /> conservation of energy resources. This project also achieves long term cost savings <br /> through reduced electrical consumption. The annual utility cost savings to the city has <br /> been estimated as $18,859.24 and the payback period for the installation costs is 3.2 <br /> years. <br /> ALTERNATIVES <br /> Council may choose not to accept the project or not to authorize the release of bonds <br /> and retention which would be contrary to the terms of the agreement and prior Council <br /> action. <br />
