6.3.A. - Page 1 <br /> To the Honorable Mayor and City Cou nci I <br /> From the City Manager <br /> J u ne 13, 2011 <br /> SUBJECT <br /> Levy of Benefit Assessments for Fiscal Year 2011/2012 for the Redwood Shores <br /> Landscape Maintenance District 1995-1 <br /> RECOMMENDATION <br /> Adopt a resolution to order the Levy of Benefit Assessments for FY 2011/2012 for the <br /> Redwood Shores Landscape Maintenance District 1995-1 in the amount of$207,937. <br /> BAC KG RO U N D <br /> The Redwood Shores Landscape Maintenance District No. 1995-1 was established in <br /> December 1995, and was ratified and approved by a majority vote protest procedure in <br /> 1997 according to Proposition 218 requirements. The Lido Neighborhood Specific <br /> Plan, approved by the City Council, recommended that a maintenance district be <br /> established to maintain public areas and facilities benefiting the Lido Neighborhood. <br /> Creation of the District establishes a means for financing annual landscape <br /> maintenance costs of public facilities benefiting the Lido Neighborhood and its environs. <br /> The district is annually assessed to allow taxes to be levied and collected by the San <br /> Mateo County Tax Controller and Collector's Office. The formation document for the <br /> District allows for a built-in inflation adjuster based on labor cost, not to exceed 3.5% <br /> increase in the assessment amount. The labor cost for FY 2011/2012 exceeds 3.5%. <br /> Therefore, the maximum increase of 3.5% is proposed for FY 2011/2012 assessments. <br /> Related budgets, assessments, and City Manager's Report are available for review in <br /> the City Clerk's Office. <br /> ALTERNATIVES <br /> Council may choose not to authorize the tax levy, and consequently, not provide <br /> additional landscape maintenance services to area property owners. <br /> FISCAL IMPACT <br /> The districts' finances are separate from the City's General Funds. However, according <br /> to the formation document for the District, the City's share of the District's landscape <br /> maintenance budget is about 12% of the District's budget, about $28,355. <br /> ENVIRONMENTAL REVIEW <br />
