6.3.B. - Page 1 <br /> To the Honorable Mayor and City Cou nci I <br /> From the City Manager <br /> J u ne 13, 2011 <br /> SUBJECT <br /> Levy of Benefit Assessments for Fiscal Year 2011/2012 for the Seaport Centre <br /> Maintenance District, and the Seaport Boulevard Landscape Maintenance District <br /> RECOMMENDATION <br /> Adopt two (2) separate resolutions to: <br /> 1. Order the Levy of Benefit Assessments for FY 2011/2012 for the Seaport Centre <br /> Maintenance District in the amount of$187,000, and <br /> 2. Order the Levy of Benefit Assessments for FY 2011/2012 for the Seaport Boulevard <br /> Landscape Maintenance District in the amount of$212,500. <br /> BAC KG RO U N D <br /> These two districts were formed to pay for the maintenance of facilities that were <br /> determined to require a level of service greater than regularly required. The Seaport <br /> Centre Maintenance District was established in 1987 to pay for the maintenance of <br /> stormwater pump stations, levee systems, and utilities in easement. The Seaport <br /> Boulevard Landscape Maintenance District was established in 1987 to pay for the <br /> maintenance of additional landscaping and storm water facility along Seaport <br /> Boulevard. <br /> The districts are annually and individually assessed to allow taxes to be levied and <br /> collected by the San Mateo County Tax Controller and Collector's Office. The levy <br /> amount and budget for these two districts are laid out in five-year cycles and detailed in <br /> the City Manager's Report. The current budget cycle is from FY 2010-11 to FY 2014- <br /> 15. The levy and five-year budget were approved by a property owners' election on <br /> July 12, 2010, consistent with Proposition 218 requirements. Related budgets, <br /> assessments, and City Manager's Report are available for review in the City Clerk's <br /> Office. <br /> ALTERNATIVES <br /> Council may choose not to authorize one or both of the tax levies, and consequently, <br /> not provide additional services to area property owners. Reduced maintenance levels <br /> of some systems such as the storm pump stations, and levees may compromise public <br /> health and safety. <br /> FISCAL IMPACT <br />
