7.A. - Page 3 <br /> Article 60 consists of maps which show the zoning designations that are applied to all <br /> parcels within Redwood City. The Mixed Use Corridor Zoning District Ordinance modifies <br /> seven of those maps in order to identify all parcels to which the Mixed Use Corridor <br /> regulations shall apply. (See Attachment 8.) <br /> On May 3 the Planning Commission recommended adoption of the Mixed Use Corridor <br /> Zoning District Ordinance. The Planning Commission's action included six minor <br /> modifications to the ordinance as it was presented to them in their agenda package. In <br /> addition, subsequent to the Planning Commission action staff has identified four small <br /> areas that have been revised in the final version of the ordinance as it is presented in <br /> the current City Council agenda package. These changes are identified in Attachment <br /> 11. Developer interest in the areas which will be regulated by the Mixed Use Corridor <br /> Zoning District Ordinance is presently very high, and staff expects no fewer than two <br /> strong development applications to be processed forward very soon after its adoption. <br /> ENVIRONMENTAL REVIEW <br /> A General Plan Final Environmental Impact Report (EIR) (previously provided under <br /> separate cover) was prepared and certified by the City on October, 11 2010, in <br /> connection with the adoption of the new General Plan. The EIR was reviewed and an <br /> Addendum to the EIR dated May 2011 was prepared for the Mixed Use Corridor Zoning <br /> District Ordinance and is provided as Attachment 12. The EIR Addendum demonstrates <br /> and finds that the proposed Mixed Use Corridor Zoning District Ordinance is subject to <br /> prior environmental review under the California Environmental Quality Act (CEQA), that <br /> there are no new significant impacts nor any increase in the severity of previously <br /> identified impacts, and that no change in circumstance has occurred with respect to the <br /> EIR and the proposed Mixed Use Corridor Amendment or the environment affected by <br /> the project that would alter prior environmental findings, conclusions, or mitigation <br /> measures. See Attachment 12 for further discussion. <br /> Based on this analysis, staff has concluded that no further CEQA analysis is required <br /> other than the attached Addendum to the EIR. The Addendum is compliant with CEQA. <br /> An addendum need not be circulated for public review, however, it will be part of the file <br /> and presented to the Planning Commission and City Council for their consideration. <br /> ALTERNATIVES <br /> 1.
