1.O lntroduction and Stateme�7.A. - Page 122 <br /> 1.0 Introduction and Staternent of Pur ose <br /> p <br /> The City of Redwood City, as Lead Agency, has authorized preparation of this Addendum to the Final <br /> Program Environmental Impact Report (FEIR) for the New General Plan for Redwood City (State <br /> Clearinghouse No. 2010052034). This Addendum considers the Mixed Use Corridor District Zoning <br /> Ordinance Amendment, which includes a new section (Article 53) in the Redwood City Zoning Ordinance <br /> (Ordinance No. 1130 of the Redwood City Municipal Code), amendments to four existing Zoning <br /> Ordinance Articles: Article 30 — Off-Street Parking and Loading; Article 33 — Nonconforming Lots, Uses, <br /> Structures, and Parking; Article 2 — Definitions; Article 3 — Designation of Districts; and amendments to <br /> the Redwood City official Zoning Map. The Mixed Use Corridor District Zoning Ordinance Amendment is <br /> referred to herein in as the "MUC Zoning Amendment." The MUC Zoning Amendment is a subsequent <br /> activity within the scope of the project covered in the Program FEIR for the New General Plan. The <br /> purpose of this Addendum is to demonstrate and find that the proposed MUC Zoning Amendment was <br /> subject to prior environmental review pursuant to the California Environmental Quality Act, known as <br /> CEQA (California Public Resources Code, Section 21000 et seq.), and the CEQA Guidelines (California <br /> Code of Regulations, Section 15000 et seq.), and that no change in circumstances has occurred with <br /> respect to the project (FEIR and MUC Zoning Amendment) or the environment affected by the project that <br /> would alter prior environmental findings, conclusions, or mitigation measures. <br /> 1.1 Back round <br /> g <br /> On October 11, 2010, the City Council of Redwood City certified the FEIR for the New General Plan for <br /> Redwood City and adopted by resolution a comprehensive update of the Redwood City General Plan. <br /> The City Council then initiated the drafting of amendments to the Zoning Ordinance and other measures <br /> to implement the General Plan, including the completion and revision of documents, procedures, and <br /> policies. With regard to Zoning Ordinance amendments, the General Plan outlined priorities to implement <br /> targeted land use policy. A General Plan implementation program states that the City will utilize a phased <br /> approach to drafting Zoning Amendments to implement new General Plan designations. The phased <br /> approach allows for quick implementation and ensures that priority development areas are provided with <br /> implementing zoning expediently. The General Plan prioritized Zoning Ordinance Amendments for the <br /> Mixed Use - Downtown General Plan land use designation, followed by the Mixed Use - Corridor General <br /> Plan land use designation and other mixed use land use designations. Amendments to the Zoning <br /> Ordinance to implement these General Plan land use designations must be implemented first (within one <br /> year of adoption of the General Plan). The Mixed Use - Downtown General Plan land use designation is <br /> implemented through the recently adopted Downtown Precise Plan. An EIR was prepared and certified <br /> for the Downtown Precise Plan on January 24, 2011. Following adoption of the Downtown Precise Plan, <br /> the City then proceeded with the drafting of a Zoning Ordinance Amendment to implement the Mixed Use <br /> - Corridor General Plan land use designation. <br /> The City prepared the new Draft Mixed Use Corridor District Zoning Ordinance Amendment in compliance <br /> with policies and implementation measures specified in the General Plan. The Planning Commission and <br /> City Council will conduct public hearings on and consider the Draft Mixed Use Corridor District Zoning <br /> Ordinance Amendment dated May 2011, thereby accomplishing a key implementation action called for by <br /> the General Plan. <br /> The General Plan FEIR assessed the potential environmental effects of the adoption and long-term <br /> implementation of the General Plan, specifically including all policies and implementation programs such <br /> as updates to the Zoning Ordinance to implement the General Plan. As a program EIR, the General Plan <br /> FEIR expressly contemplates serving as the environmental document for subsequent actions called for <br /> under the General Plan, including the rezoning of property. As such, the FEIR covers this subsequent <br /> update of the City's zoning regulations (the proposed MUC Zoning Amendment), including revisions to <br /> the City's zoning map and text, to implement new General Plan land use designations and accomplish <br /> Redwood City Mixed Use Corridor District 1 Addendum to General Plan FEIR <br /> Zoning Ordinance Amendment <br />
