1.O lntroduction and Stateme7.A. - Page 124
environmental document for the MUC Zoning Amendment, the City has, nonetheless, decided to prepare
an addendum to provide substantial evidence related to the project for the administrative record.
The specific components of the Mixed Use Corridor District Zoning Ordinance Amendment are assessed
in this Addendum, and compared to findings and environmental review in the FEIR. The proposed Mixed
Use Corridor District Zoning Ordinance amendment implements the General Plan and was therefore duly
considered in the FEIR analysis for the General Plan Update. The subsequent sections of this Addendum
support this determination.
1.3 Conclusion
The 2010 FEIR for the Redwood City General Plan examined the environmental effects associated with
the adoption and long-term implementation of the Redwood City 2030 General Plan. The purpose of the
2010 FEIR was to review conditions, analyze potential environmental impacts, identify General Plan
policies and implementation measures, and identify additional mitigation measures to reduce potentially
significant effects of the proposed General Plan. A key assumption for both the General Plan and General
Plan FEIR was that the goals, policies, and implementation measures contained in the General Plan will
be implemented.
Since certification of the 2010 FEIR, the City has completed a Draft Mixed Use Corridor District Zoning
Ordinance Amendment. The key objective of the MUC Zoning Amendment is to put into effect policies
and implementation measures identified in the General Plan as related to the Mixed Use - Corridor
General Plan land use designation. As documented in this Addendum, this Zoning Ordinance amendment
will not result in any of the circumstances cited in the CEQA Guidelines, Section 15162(a) that would
require preparation of a subsequent EIR. Section 3.0 outlines all impacts identified in the 2010 FEIR and
assesses the level of impact that the MUC Zoning Amendment could have on the environment. No
additional impacts are identified, and no impacts would be made more severe by the MUC Zoning
Amendment. Furthermore, the MUC Zoning Amendment does not introduce any new mitigation
measures, nor does it conflict with or affect any existing mitigation measures.
As required by Guideline 15168(c)(2) and outlined in Section 4.0 of this Addendum, the City hereby
determines, based on the findings set forth in Section 4.0 herein, that no new effects could occur or no
new mitigation measures would be required, and, therefore, that the MUC Zoning Amendment is within
the scope of the project covered by the FEIR and no further environmental documentation is required for
adoption of the MUC Zoning Amendment dated May 2011.The City has, nonetheless, decided to prepare
an addendum to provide substantial evidence to that end.
Redwood City Mixed Use Corridor District 3 Addendum to General Plan FEIR
Zoning Ordinance Amendment
