2.o Pro�e�7.A. - Page 126 <br /> ■ Enhance the visual character of the EI Camino Real Corridor by public streetscape <br /> improvements, including landscaping, coordinated street furniture and fixtures, and upgraded <br /> infrastructure. <br /> ■ Provide vibrant public spaces and gathering places along the EI Camino Real Corridor. <br /> ■ Strengthen pedestrian, transit, and bicycle connections to provide convenient connectivity to the <br /> Caltrain Station. <br /> ■ Pursue streetscape enhancements along Veterans Boulevard that create a parkway of higher- <br /> density buildings framed by an attractive, coordinated landscape of trees and pedestrian-oriented <br /> open spaces. Increase the number of controlled intersections and crosswalks to reduce the <br /> street's effect as a barrier to pedestrian movement. <br /> ■ Pursue new land use approaches along the different segments of the Broadway Corridor <br /> consistent with the Land Use Map. These land use approaches are designed to encourage <br /> development at an intensity and pattern that supports a street car transit system. <br /> ■ Prepare and implement a streetscape plan to create a stronger entrance into Downtown and to <br /> integrate the diverse size and scale of the commercial and mixed-use activities. <br /> ■ Pursue infrastructure and mobility enhancements that will facilitate movement across Woodside <br /> Road and that promote walking, bicycling, and transit use, including a streetcar system. <br /> ■ Accommodate mixed-use projects pursuant to the Land Use Map and any implementing <br /> regulations. <br /> ■ Focus infill growth in the city's centers and along the corridors with the twin objectives of <br /> addressing global warming issues and maximizing use of limited resources. <br /> ■ Ensure that buildings along corridors are sensitive to adjacent neighborhoods, providing <br /> adequate scale transitions. <br /> ■ Accommodate a range of housing types. <br /> The New Redwood City General Plan created the foundation for future revisions to the City's Zoning <br /> Ordinance (Ordinance No. 1130 of the Redwood City Municipal Code). The General Plan guides the City <br /> toward a future envisioned by residents, the business community, and City leaders. The Zoning <br /> Ordinance, in concert with adopted precise plans throughout the City, is one of the primary regulatory <br /> tools for working to implement that vision. Program BE-1 was included in the General Plan to guide <br /> preparation of the Zoning Ordinance. Portions of the implementation program pertaining to the Mixed Use <br /> Corridor District are provided below: <br /> Program BE-1: Amend Zoning Ordinance and Map. Update the Zoning Ordinance and Zoning map <br /> to reflect the General Plan Land Use Map upon adoption of the General Plan. Create <br /> zoning districts as needed to implement the Land Use and Urban Form Chapter. <br /> Establish specific development standards for each newly created zoning district. <br /> ■ Using the Downtown Precise Plan as an example, explore the potential for form- <br /> based standards that would emphasize pedestrian orientation, access to transit, <br /> and integration of land uses. Implement the updated Zoning Ordinance and Map <br /> over time. <br /> ■ Complete Zoning Ordinance revisions to implement the General Plan as <br /> expediently as possible, utilizing a phased approach to allow priority <br /> development areas to be implemented first. Specifically, prioritize adoption of the <br /> Downtown Precise Plan (in progress) and zoning designations for Mixed Use - <br /> Corridor, Mixed Use - Neighborhood, and Mixed Use - Waterfront (within one <br /> year of adoption of the General Plan). The Housing Element identifies vacant and <br /> underutilized sites that would accommodate an estimated 6,348 new units. The <br /> vast majority of these sites (95 percent of potential 6,348 units) have one of the <br /> four above-mentioned General Plan land use designations. In general, prioritize <br /> zoning designation revisions that support housing, i.e. zoning designations that <br /> would implement residential and mixed use General Plan designations and would <br /> facilitate development of opportunity sites identified in the Housing Element. <br /> Complete commercial and industrial zoning revisions subsequently, while <br /> monitoring the city's jobs:housing balance, vacancy rates, water demand and <br /> availability, and opportunities over time.
