Adopt the City of Redwood City 2010 Urban Water Management Plan (UWMP) and <br /> direct staff to compile and submit the final UWMP document to the State of <br /> California Department of Water Resources within 30 days. <br /> 2. Direct staff to return to the Utilities Committee to develop a plan for expanded uses <br /> of recycled water and budget-based rates for residential customers, and return to the <br /> full Council for policy setting and direction. <br /> BAC KG RO U N D <br /> Redwood City's 2010 Urban Water Management Plan (UWMP) has been prepared <br /> pursuant to the State of California's Urban Water Management Planning Act (Act), <br /> which is contained in the California Water Code, Division 6, Part 2.6, Section 10610. <br /> The Act requires that urban water suppliers serving more than 3,000 customers or <br /> providing more than 3,000 acre-feet of water annually to develop an UWMP every fifth <br /> year ending in five and zero. The 2010 UWMP preparation cycle was extended <br /> because the State of California's methodology for computing baseline water use targets <br /> was not complete until early 2011. Consistent with the purpose of the Act, this UWMP <br /> will facilitate local and regional water planning activities and support Redwood City's <br /> long-term water resource planning goals. The 2010 UWMP will also help ensure that <br /> adequate water supplies are available to meet water needs in the community, today and <br /> in the future. <br /> Consistent with goals and values of the Council and the requirements of Cal. Water <br /> Code s. 10642, staff ensured agency coordination and community participation during <br /> the development of the 2010 UWMP. Coordination occurred among appropriate <br /> Redwood City departments as well as other public agencies, including the Bay Area <br /> Water Supply and Conservation Agency (BAWSCA) and its member agencies. Local <br /> water retailers, public agencies, and special interest groups were notified of the City's <br /> intent to prepare the 2010 UWMP via letters delivered by the United States Postal <br /> Service and personal communication delivered via email.
