7.B. - Page 3 <br /> participants in the workshop agreed that the use of recycled water should be expanded <br /> throughout the City, and the policy which prohibits the use of recycled water in areas <br /> where children play should be revisited. Participants also suggested that the City <br /> implement a voluntary residential budget-based rates program. The combination of <br /> expanded uses of recycled water in conjunction with residential budget-based rates is <br /> projected to reduce water demand for General Plan build-out to approximately one- <br /> percent below the City's annual water supply guarantee from the SFPUC. <br /> Several steps must now take place to carry out the goals, policies, and programs <br /> outlined in the City's General Plan and the 2010 UWMP. First, the City needs to <br /> expand the Recycled Water Service Area so that existing and new development has the <br /> opportunity to use recycled water for suitable indoor and outdoor uses. Second, the <br /> City needs to retrofit the existing water meter infrastructure to Automated Metering <br /> Infrastructure (AMI) so that it can harness the power of real-time water use data and <br /> leak detection. Finally, the City needs to implement a budget-based rate pilot program <br /> for residential customers to maximize efficient water use in single family dwellings. By <br /> implementing these measures, the City will ensure future water supply reliability and <br /> sustainability for the community. <br /> ALTERNATIVES <br /> The Council could decide not to adopt the 2010 UWMP, which would delay submittal to <br /> the State of California and in turn cause Redwood City to miss the statutory deadline for <br /> adoption. The consequences of missing the statutory deadline include potential <br /> disqualification for pending and future grant opportunities. <br /> FISCAL IMPACT <br /> No fiscal impacts to the Water Enterprise Fund will result directly from adoption of this <br /> UWMP. The fiscal impacts of implementing and financing water conservation and <br /> recycling programs described in the UWMP are outlined in the Redwood City Water <br /> Financing Plan-2011 Update, prepared by Bartle Wells Associates, Independent Public <br /> Finance Advisors. The Financing Plan is updated annually. <br /> ENVIRONMENTAL REVIEW <br /> Pursuant to Section 10652 of the California Water Code (Division 6), the California <br /> Environmental Quality Act (CEQA) does not apply to the preparation and adoption of <br /> Urban Water Management Plans; they are statutorily exempt from CEQA. <br /> ATTAC H M E N TS <br /> 1) Resolution adopting the 2010 UWMP <br />
