06/13/2011 <br /> ORIGINAL <br /> RESOLUTION NO.15119 <br /> RESOLUTION OF THE COUNCIL OF THE CITY OF REDWOOD CITY <br /> ADOPTING THE 2010 URBAN WATER MANAGEMENT PLAN <br /> WHEREAS, the Urban Water Management Planning Act, contained in the <br /> California Water Code, Division 6, Part 2.6, Section 10610, requires that urban water <br /> suppliers serving more than 3,000 customers or providing more than 3,000 acre -feet of <br /> water annually to develop an Urban Water Management Plan every fifth year ending in <br /> five and zero; and <br /> WHEREAS, the City of Redwood City is an urban supplier of more than 3,000 <br /> acre -feet of water annually to greater than 3,000 customers; and <br /> WHEREAS, Public Works Services has prepared Redwood City's 2010 Urban <br /> Water Management Plan pursuant to the State of California's Urban Water <br /> Management Planning Act; and <br /> WHEREAS, the Urban Water Management Plan will facilitate local and regional <br /> water planning activities and support the City of Redwood City's long -term water <br /> resource planning goals; and <br /> WHEREAS, pursuant to Section 10642 of the California Water Code, the active <br /> involvement of diverse social, cultural, and economic elements of the population within <br /> the service area prior to and during the prepare of the plan was encouraged through <br /> extensive public outreach including 20,000 invitations in English and Spanish to City <br /> residents in addition to press releases and mass e-mail distribution and notices included <br /> in the February and March 2011 utility bills; and <br /> WHEREAS, local water retailers, public agencies, and special interest groups <br /> were also notified of the City's intent to prepare a 2010 Urban Water Management Plan <br /> through letters and electronic communications; and <br /> WHEREAS, two public workshops were held on March 3, 2011 to receive input <br /> on the preparation of the Urban Water Management Plan and on Marcy 4, 2011 to <br /> receive input and comment on the draft Plan; and <br /> WHEREAS, SBX7 -7, otherwise known as the Water Conservation Bill of 2009, <br /> requires a public hearing to discuss the method of determining urban water use targets <br /> and the impacts to the local economy from meeting said requirements; and <br /> WHEREAS, the City of Redwood City has prepared and circulated for public <br /> review a draft 2010 Urban Water Management Plan, and a duly noticed public hearing <br /> pursuant to the requirements of Cal. Water Code s. 10642 and Cal.
