The purpose of this letter is to briefly
summarize this policy as it affects your property, Assessor's parcel number (APN), 057-301-250.

The Redwood City Council established a policy in 1988 with amendments in 2000 pertaining to
development on Laurel Way. The policy requires that an Environmental Impact Report (EIR) be
prepared to assess the potential environmental impacts of future development on Laurel Way
on the west side of a Council adopted boundary line prior to permit review. The line and your
property boundaries are represented on the attached map. The Environmental Review would
also include consideration of comprehensive street and utilities improvement plans that would
need to accompany any application.

As you are aware, Laurel Way is significantly substandard; utilities are not readily available to
many parcels fronting on Laurel Way; and the remaining vacant parcels on Laurel Way
(including APN 057-301-250) have significant slopes, may contain unstable soils, and are
blanketed with native vegetation and habitat, including heritage oak trees. The City Council
determined that these important considerations require thorough review through the analysis
included in an EIR.

In review of the map, you will find that your property lies within the area subject to the City
Council policy requirement for an EIR. This Department is not aware of any action taken by the
City Council since 1988 which would place your property in an area not requiring environmental
review. This letter is consistent with the previous correspondence dated June 25, 1999, issued
to you by this Department. A copy of this earlier letter is attached.

Sincerely,
ç

c;k

Jil ever Ekas, AICP
Zoning Administrator
(650) 780-7298

Enclosure:
Copy:

Laurel Way Map and June 25, 1999 Letter
City Attorney
Engineering and Construction Services Manager
Planning Services Manager
