The initial review of a project under CEQA may be dispensed with if <br /> <br />a public agency can determine that an EIR will clearly be required <br />for a project (14 CCR § 15060(c». <br /> <br />x. The above-described known conditions affecting properties within <br /> <br />the Affected Area, provides sufficient information to dispense with <br /> <br />the initial review under CEQA regarding the necessity for the <br /> <br />preparation of an EIR. Said conditions require that an EIR be <br /> <br />prepared before any further development within the Affected Area <br /> <br />takes place. <br /> <br />y. An EIR must, under CEQA, consider the cumulative effects of any <br /> <br />development project. Said cumulative effects must be analyzed in <br /> <br />the context of the probability of future development within the <br /> <br />Affected Area. <br /> <br />Z. The 1988 Policy should be revised and made more specific to refer <br /> <br />solely to the Affected Area. <br /> <br />2. Policy. This Council hereby determines and declares that, as the current <br /> <br />Policy of this Council, before any further improvement or development of anyone or <br /> <br />more parcel(s) of real property within the Affected Area shall occur, an EIR shall be <br /> <br />prepared which shall adequately address the environmental impacts and, particularly, <br /> <br />the cumulative effects of any such development; provided, that said EIR shall describe <br /> <br />as the project, the development, or potential development, of all undeveloped parcels of <br /> <br />real property within the Affected Area.
