~.I,D-J

REPORT

To the Honorable Mayor and City Council
From. the City Manager

February 28, 2005

Subject
Revocable Permit for Use of Herkner Pool by Menlo Masters/Team Sheeper

Recommendation
Staff recommends that City Council approve by motion the revocable permit with the Menlo
Masters/T eam Sheeper for the use of Herkner Pool.

Background
Menlo Masters/Team Sheeper organizes masters swimming and triathlon training programs to
the community. For the past 18 months, under an agreement approved by the City Council,
they have partnered with the Parks, Recreation and Community Services Department for the
use of Herkner Pool. Use times were available to Menlo Masters/Team Sheeper in the "off
season" of the pool (before and after our summer swim program for the community).

As part of the Department's budget reduction for FY 03-04 and FY04-05, we were to have the
pools shut down in the off-season. For it to be possible that Herkner Pool is open other than
during the summer months, Menlo Masters/Team Sheeper agreed to pay for all costs
associated with running the pool based on monthly invoices as well as rent back to the City.

Menlo Masters/Team Sheeper again would like to continue their programs at Herkner Pool.
Under this new agreement, they will pay the City a flat rate of $2,800 a month for pool
maintenance (staff, supplies, and chemicals), all costs of utilities, plus 15% (of total invoices)
rent back to the City.

Alternative
Not approve the agreement.

Fiscal Impact
The City would fully recover all costs associated with the usage of the pool including: gas,
electricity, chemicals, custodial staff time and supplies, routine pool maintenance costs, alarm
services, etc. Menlo Masters/Team Sheeper has agreed to pay $2,800 a month (this amount is
based on invoiced collected over the past year), plus monthly utility costs and 15% rent back to
the City.

CL~

/' ,

(j;~,f

~d Everett
City Manager

rlstopher Bet
Parks, Recreation & Community
Services Superintendent

Corinne Centeno
Parks, Recreation & Community
Services Director
