<br />b .2.,A -I <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the Cit Mana er <br /> <br />February 28, 2005 <br /> <br />Subject <br />Acceptance - Fair Oaks Elementary School Sport Field Improvement Project <br />Engineering File No. 803-02 <br /> <br />Recommendation <br />Accept, by motion, the Fair Oaks Elementary School Sport Field Improvement Project, <br />and authorize the release of bonds and retention per contract obligations. <br /> <br />Background <br />On April 26, 2004, the City Council approved Contract Documents, and authorized the <br />award of Contract for the Fair Oaks Elementary School Sport Field Improvement <br />Project to Dryco Construction, Inc. This project is located on the Redwood City School <br />District property at Fair Oaks Avenue between Hampshire Avenue and Oakside Road, <br />and is partially funded through the Community Development Block Grant administered <br />by the County of San Mateo. <br /> <br />The project involved the building of a state-of-the-art sports field. The old field <br />consisted of turf grown on native soil. The field was frequently out of service due to <br />ponding water and muddy soil. The surface was also uneven, and injury risks for <br />athletes were high. The new field incorporates an extensive system of underground <br />drainage installed under six inches of gravel. Synthetic turf was then laid on this <br />material utilizing the latest technology in sport field management. The turf system <br />consists of an additional two inches of granulated rubber and spherical sand mixture for <br />cushioning and traction. A similar system is successfully in use at Hoover Park. <br /> <br />With the new construction, the ability to utilize the field will be much higher, since it is <br />no longer weather-dependent. According to the agreement with the County and the <br />School District, the Parks, Recreation, and Community Services Department will be in <br />charge of scheduling the field when it is not in use by the school. The Final Inspection <br />was conducted on February 10, 2005, and the project is complete to the satisfaction of <br />Engineering & Construction Services. More synthetic turf fields are anticipated in the <br />near future as part of the Recycle WaterlWater Conservation Program. <br /> <br />The project was awarded to Dryco Construction, Inc. of Fremont, California, for their <br />base bid of $803,876. Three Change Orders, totaling $44,229.30 (5.5%), were issued <br />to account for unforeseen conditions and to adjust the various quantities of material <br />needed to complete the project. <br />
