<br />1.8-1 <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />and Redevelopment Agency Board <br />From the City Manager <br />and Redevelopment Executive Director <br /> <br />February 28, 2005 <br /> <br />Subject <br />Disposition and Development Agreement (DDA) with Peninsula Habitat for Humanity <br />(PH H) for the development of 8 affordable ownership town homes at EI Camino & Vera <br />Avenue <br /> <br />Recommendation <br />It is recommended that <br />1. the Council adopt a resolution approving the Disposition and Development <br />Agreement by and between the Redwood City Redevelopment Agency and <br />Peninsula Habitat for Humanity; <br />2. the Agency Board adopt a resolution approving the Disposition and Development <br />Agreement by and between the Redwood City Redevelopment Agency and <br />Peninsula Habitat for Humanity which provides for subsequent transfer of land to <br />Peninsula Habitat for Humanity. <br /> <br />Background <br />In December 2000, the City and the Agency purchased the site bounded by EI Camino, <br />Vera, and Lincoln Avenue. A combination of HOME, CDBG, and Agency Housing set- <br />aside funds were used for the purpose of conveying the site to a non-profit affordable <br />housing developer. <br /> <br />During 2001, four residents and one business were relocated and the site underwent <br />environmental clearance. By 2002, the Agency engaged in a site-planning effort with <br />architect Michael Pyotak to establish a supportable program for the site. This process <br />resulted in a recommendation preferred by Council that the site be developed as a <br />combination of rental and ownership housing. <br /> <br />In January 2004, PHH and First Community Housing (FCH) submitted a joint proposal to <br />the Agency for the construction of approximately 8 very low to low income ownership town <br />homes and 60 very low income rental apartments. The Agency executed exclusive <br />negotiation agreements with both PHH and FCH to further evaluate the feasibility of the <br />projects and the need for Agency financial assistance. <br /> <br />On January 24, 2005, the Agency approved a DDA with FCH for the development of 58 <br /> <br />Redevelopmentshared/2005 Staff ReportslO2-2005/PHH DDA <br /> <br />Page 1 of 4 <br />
