<J.A -1

REPORT

To the Honorable Mayor and City Council
From the City Manager

February 28,2005

Subject
Memorandum of Understanding between the San Mateo County Historical Association and the
City of Redwood City for renovation of the Solari Windmill

Recommendation
To approve the Memorandum of Understanding between the San Mateo County Historical
Association and the City of Redwood City for renovation of the Solari Windmill including a grant
of $30,000 in Capital Improvement Project funds allocated for this project in the 04-05 Budget,
together with $2,315.15 in private donations received from community fundraising.

Background
In 1999, the City of Redwood City began the development process for a new play field at
Garfield School. Located on the school site was an old windmill from the Solari Farm, originally
located near the intersection of Woodside Road and Middlefield Road. Before construction
could start on the new field, the old windmill was either going to be destroyed or saved by
moving it to a safe location. With the insistence of Jean Cloud and the enthusiasm of then
Park and Recreation Commission Chairperson Jeri Joseph, the windmill was moved to the
City's Municipal Services Center, until such time as a plan could be developed for its restoration
and eventual placement for public enjoyment.

On February 25, 2004, the Park and Recreation Commission approved a staff recommendation
to negotiate a Memorandum of Understanding with the San Mateo County Historical
Association for the purpose of renovating the windmill. The Memorandum of Understanding
attached is the result of the negotiation with the Association. When renovated, the windmill will
remain the property of Redwood City as well as the maintenance responsibility. The
Association will be responsible for the renovation of the windmill including, development of the
design solution, coordination of the reconstruction and participating in location of an appropriate
site for the restored windmill. The windmill, once completed is to be open to the public for
viewing including a plaque recognizing Jean Cloud's efforts in saving this piece of Redwood
City history.

Alternative
Do nothing and direct staff to have the existing old windmill demolished and removed from its
present location at the Municipal Services Center.

Fiscal Impact
No additional funding would be required of the City beyond the initial grant, with the exception
otongl>ing maint ance once the project is completed and located on the final selected si e.
, ---- //~ .,/ ,
i,~.itA / úi,~~~~ (-

Corinne Centeno Ed' Evetett ~ . ,
PRCS Director City Manager

Attachment: Memorandum of Understanding
