�'„� i- .z-� , � <br /> Collaborative Partnerships: Non-Profit Housing Developers, For Profit Housing - <br /> Developers, CaIHFA, HUD, Redevelopment Agency, Private L- enders, and <br /> Environmental and other Consultants. � <br /> Prioritv Strateqv # 2— Provide public service activities that helo to reduce <br /> povertv, prevent homelessness and provide intervention proQrams that meets <br /> basic human needs, and assist special needs uopulations <br /> The goal of the City is to provide a continuum of services ranging from homeless <br /> prevention and homeless services, to supportive housing, intervention programs, <br /> and services which respond to basic human needs including food, health, safety, <br /> survival, independent living, and self-sufficiency. <br /> Funding Commitment: Approximately 15% of the annual Community Development <br /> Block Grant (CDBG) entitlement and 100% of the annual Human Services Financial <br /> Assistance (HSFA) fund sources will be dedicated to homeless and housing <br /> activities and basic human needs. <br /> Priority Programs and Proposed Outcomes: This priority implements the City's <br /> antipoverty strategy by providing homeless and housing assistance and basic <br /> human needs programs that include intervention programs designed to assist people <br /> at risk of homelessness from becoming homeless. The City's goal also implements <br /> the County's 10 year plan to end chronic homelessness by reducing the number of <br /> homeless persons, and increasing the number of homeless persons who transition <br /> from shelter to permanent housing. <br /> 1. Homeless and Housing Assistance Activities <br /> • Emergency Shelter & Transitional Housing for individuals, youth, families, <br /> and couples without children and persons with dual diagnosed conditions <br /> • Shelter for victims of domestic violence <br /> • Intervention activities for persons at-risk of homelessness <br /> 2. Basic Human Needs — including, but not limited to: <br /> ✓ Emergency Assistance non-housing services including food, clothing and <br /> transportation <br /> ✓ Affordable childcare <br /> ✓ Elder Care Programs <br /> ✓ Legal Services <br /> ✓ Youth intervention programs <br /> ✓ Advocacy/ombudsman assistance <br /> Performance Indicators: The City will collaborate with non-profit organizations and <br /> public agencies to provide direct services to households at risk of becoming <br /> e Homeless and housing assistance activities will be funded primarily by Community <br /> Development 8/ock Grant funds (CDBG). <br /> 9 Basic Human Needs will be funded primarily from Human Service Financial Assistance funding (HSFA) <br /> 18 <br />
