�,� z-� <br /> REPOI�T _ <br /> To the Honorable Mayor and City Council <br /> �rom the City Manager . � � <br /> May 2, 2005 <br /> Subject <br /> Housing and Human Concems Committee 2005/2006 Funding Recommendations for the Human <br /> Services Financial Assistance (HSFA) Program. <br /> Recommendation <br /> No action is requested at this time. This report is provided to set the larger context for the Council <br /> review of the Proposed Five-Year Consolidated Plan in connection with the receipt of federal <br /> funding. Council will review the Housing and Human Concerns Committee recommendations for <br /> HSFA for FY 05-06 at budget study sessions in June. <br /> Background <br /> Priority #2 of the Proposed Five-Year Consolidated Plan for 2005-2010 focuses on supportive <br /> services that address the issues of homelessness and housing and respond to basic human needs <br /> in our community. For FY 05-06, the HHCC has prioritized HSFA funding to support non-housing <br /> "basic human needs", with CDBG funds being used to support homeless and housing services. In <br /> December of 2004, the Committee issued a request for HSFA applications reflecting this priority. <br /> City staff held two technical workshops for potential applicants to explain the HSFA process and <br /> answer any questions. Agencies submit a draft of their proposal before the final deadline. Staff <br /> reviewed the draft proposals for completeness and offered comments as to how the appficant could � <br /> make the application clearer and/or more competitive. Final applications were due February 4. On <br /> March 22, agencies were asked to make a presentation regarding their proposal before the Housing <br /> and Human Concerns Committee and answer questions by the Committee. On April 7, the <br /> Committee met to consider their funding recommendations for FY 2005-2006. Please note that a <br /> white binder with the full agency applications is available in the Council Study. The <br /> Committee recommendations forfunding are contained in Attachment I of this report. Attachment I <br /> also includes funding amounts received for FY 04-05. Attachment II includes a brief description of <br /> each agency and their funding request. <br /> Alternative <br /> The Council, in June, could choose to change the individual agency recommendations. � <br /> Fiscal Impact <br /> The HSFA Program is funded with General Fund dollars. The total recommended amount of <br /> $193,200 is equal to last year's allocation.
