review and update fees regularly; to develop a Master Fee Schedule; and to
continue inter-departmental dialogue.
Council Members acknowledged the Coro Fellows and staff for the quality of the
study and accomplishing it in such a short timeframe. Council Members asked
various questions of the Coro Fellows.
Recommendation:
Council commented on the Development Fee Study completed by the Coro
Fellows in Public Affairs.
B. Courthouse Facade Reconstruction and Plaza Project ("ProjecY) — Approval of
Resolution Concerning Environmental Review and Agreement with San Mateo
County
Community Development Director Patterson stated that the three items on the
agenda will nearly complete all necessary approvals to move forward on the
courthouse restoration and creation of the plaza. He explained the Environmental
Impact Report (EIR) and statement of overriding considerations.
Vice Mayor Pierce summarized the steps of the process that began with the
discussion of taking down the annex and creating a plaza in front of the building
after being brought to the Council's attention from some community and business
members. She stated that there has been support from community members in
the plaza design and the agreement befinreen the City and the County is now
being presented to Council. For the community, this provides restoration of an
historic building that very few community members have seen for quite a long
. time. The gathering place provided and economic vitality will enhance the
community as well.
Bruce Liedstrand stated that this is a cooperative agreement that is a step toward
beginning the vision of the courthouse block as a unique community asset and
gathering place that must be preserved. The County museum is an integral part
of the courthouse block; and the City and County value and support the long term
success of the County museum. The substance of the agreement is that in
exchange for the City's investment, the County is giving the City an easement for
a term of years: The initial term is 55 years with four 10-year extensions that lead
to a total of 95 years, automatically renewed unless the governing body of either
entity determines to cancel. The cancellation or termination requires a 30-day
notice to the other party, a public hearing and public action, all to occur one year
prior to the next extension.
Council asked questions and made comments.
Recommendation:
M/S FousUHoward to:
JOINT CITY COUNCIL AND APRIL 25, 2005
REDEVELOPMENT AGENCY MEETING MINUTES PAGE 9
