� i�- -� <br /> 5. The appellants failed to show that the proposed antennae and equipment . <br /> would cause health problems due to the effects of radio frequency <br /> emissions. Testimony provided by staff and the appficant credibly <br /> demonstrates that any radio frequency emissions are well within the <br /> , tolerance levels established by the Federal Communications Commission. <br /> Further, that wireless communication facilities have been located at Sequoia <br /> Hospital and commercial areas along Woodside Road and Jefferson <br /> Avenue, which adjoin residential neighborhoods. <br /> 6. The appellants failed to show that the City Council is unable to approve the <br /> proposed antennae and equipment due to any private contractual obligation <br /> that may exist between the neighborhood and the First Congregational <br /> Church. Further and despite conflicting information as to whether City staff <br /> had previously intended to limit 2325 Euclid Avenue, Redwood City, to a <br /> single provider of wireless communication facilities, the City Council <br /> considered the current appeal on its own merits. In any event, co-location of <br /> wireless communication facilities is favored as a matter of policy by the <br /> granting of height bonuses pursuant to Section 38.8.0 of the Zoning Code of <br /> the City of Redwood City. <br /> 7.
