T,� � - i <br /> REP RT _ � <br /> � <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> May 9, 2005 <br /> Subject <br /> Adoption of the Consolidated Plan for 2005-2010 <br /> Recommendation <br /> Approve the resolution which <br /> 1) Adopts the Cansolidated Plan Strategy for 2005-2010 <br /> 2) Adopts the Housing and Human Concems Committee's Funding Recommendationsfor <br /> 2005/2006 - Annual Action Plan; and <br /> 3) Authorizes Cify Manager to execute all required documents for the subrnittal to the U.S. <br /> Department of Housing 8� Urban Development <br /> Background <br /> As a condition of receiving federal funds for the Community Development Block Grant <br /> (CDBG) and housing (HOME) programs, the City is required to prepare and adopt a <br /> Consolidated Planning Strategy every 5 years. A Consolidated Plan is a community <br /> building process wherein stakeholders establish a vision for assessing the needs of the <br /> low income community, and create a strategy on hov�r federal and local funding will be used <br /> over the term of the Plan to meet the identified needs. The Plan serves four separate but <br /> integrated functions: <br /> 1. A planning document for the jurisdiction, which builds on a citizens <br /> participation process at grass roots level in the community, <br /> 2. An application for the receipt of federal funds under HUD's formula grant <br /> programs, <br /> 3. A strategy to be followed in carrying out HUD progr�ms, and <br /> 4. An action plan that provides a basis for the City, the community and HUD to <br /> assess its performance on an annual basis. <br /> The City's current Plan 2000-2005 will expire effective June 30, 2005. <br /> The Consolidated Plan <br /> The Consolidated Ptan is a performance measure tool that accounts for how the City uses <br /> federal funding to meet the needs of low income households. The Plan: <br /> • documents the City's Homeless and Housing Need and Housing Market <br /> Needs Analysis to determine adequacy in the supply of housing and <br /> community development services and facilities for the needs identified in the <br /> assessments conducted; <br /> • identifies a Five Year Strategic Plan regarding the priorities to meet needs <br /> based on leveraging federal dollars with other sources of funding, and <br /> REDEVSHARED 2005 STAFF REPORTS_05-2005 St�f Report ConPlai Adopt <br /> DJT:ce � <br />
