�'.9 i- -�'� � <br /> SECTION B - - <br /> CITY OF RELIWOOD CITY <br /> HOUSING AND COMMUNITY DEVELOPMENT DRAFT �� <br /> STRATEGIC PLAN <br /> • SUMMARY <br /> Mission Statement <br /> Redwood City's Mission Statement is to promote affordable housing by monitoring <br /> changing social needs in the community, and ensure that the needs of all income levels are <br /> given sufficient consideration in the approval of housing developments to provide: <br /> • diversity and balance of housing types and affordability within all <br /> geographical locations, <br /> • affordability levels for all income groups and special needs populations <br /> The Housing & Human Concerns Committee advocates and monitors the basic needs <br /> and housing for the entire community, with a special focus on disadvantaged residents <br /> by providing leadership and solutions through partnerships with community <br /> stakeholders and decision makers. <br /> The Consolidated Plan is a community building process of establishing a vision between . <br /> local decision-makers and the community to address local problems. The Plan is <br /> designed to allow the City to shape various housing and community de.velopment <br /> programs into effective neighborhood and community development strategies. Available <br /> federal funds during the term of this Plan can be used by Redwood City to accomplish <br /> housing and community development goals. <br /> The federal statutes for entitlement grants included in the Consolidated Plan include a <br /> number of basic goals, which relate to major commitments and priorities of HUD which <br /> have been compressed into three clusters for the Consolidated Plan. These goals are <br /> the underlying policy of the City's Consolidated Plan Strategy: provide decent housing, <br /> provide a suitable living environment, and expand economic opportunities. � <br /> Redwood City adopts priorities to implement this strategy as follows in the rank order <br /> that assistance will be targeted: <br /> 1. Increase the availability of affordable housing in decent, safe and sanitary <br /> condition. <br /> 2. Improve the safety and livability of neighborhoods by focusing resources for <br /> public facilities and services. <br /> 3. Promote economic growth through employment services, job training, business <br /> development and expansion which result in jobs for low income persons <br /> For purposes of this plan, primary activities for increasing affordable housing will be <br /> those projects that create additional affordable housing units through new construction. <br /> 14 <br />
