�/7 • � - �C �C� . <br /> 5 YEAR STRATEGY - <br /> PRIORITIES AND PERFORMANCE MEASUREMENTS <br /> Redwood City's Consolidated Plan Strategy targets assistance to households earning <br /> 80% or below median income for San Mateo County. The greatest overall need is for <br /> households earning at or below 50% of inedian. In order to implement the Anti-Poverty <br /> Strategy, criteria for funding will seek to select programs that provide assistance to <br /> those with the greatest housing needs. The Housing Needs Assessment shows that the. • <br /> greatest disproportionate need for housing is among the very low and extremely low <br /> income households who are elderly or have a household size of 5 or more persons. <br /> This strategy, therefore, seeks to provide the broadest range of assistance to the lowest <br /> income and special needs populations. <br /> Prioritv Strateqv # I— Exuansion and nreservation of affordable housinq <br /> The goal of the City is to mcrease the affordable housing stock and provide decent, <br /> safe, and sanitary housing in adequate supply and at affordability levels for a wide <br /> range of residents from low income to poverty level. <br /> Funding Commitment:_Approximately 50% of the annual entitlement from <br /> Community Development Block Grant (CDBG) funds, and 90% of the annual <br /> entitlement from HOME Investment Partnership Act funds will be allocated to this <br /> priority during the term of the Consolidated Plan 2005 - 2010. <br /> Priority Programs and Proposed Outcomes: For the term of this Plan, large <br /> families of 5 or more people who are low income should have first preference for 3 <br /> bedrooms or larger units produced as a result of federal funds. Elderly persons who <br /> are low income should be given first preference for studio and one bedroom units <br /> produced as a result of federal funds. This preference will assist large families to <br /> move out of overcrowded housing and smaller units will reduce the number of <br /> seniors paying more than 30% of their income for housing. Units designed as <br /> accessible for persons with disabilities should be marketed first to persons with <br /> disabilities. For example, if a unit was required to be constructed (pursuant to <br /> Section 504 of the Rehabilitation Act of 1978 as amended) for wheelchair <br /> accessibility, a person who is dependent upon a wheel chair for mobility would � <br /> receive first preference for the unit. For those units required to be built as adaptable <br /> for vision and hearing impairments, persons disabled with either a vision impairment <br /> or hearing impairment as defined under the Fair Housing Act and Americans with <br /> Disabilities Act. Where possible, assisted housing programs should seek to serve <br /> extremely low and very low income who also have disproportionate needs. <br /> This priority is expected to increase the availability and affordable supply of <br /> affordable housing for renters. Redwood City proposes to meet this priority through 7 <br /> identified programs. <br /> 16 <br />
