Table A-3
Redwood City Water Financing Plan
Water Demand & Wholesale Rate Assumptions

Water Demand & Wholesale Rate Assumptions

1 Water demand projections are based on the Redwood City Urban Water Management
Plan, adopted by City Council June 2003. Specifically, the projections used in the
financing plan are based on future demand estimates with passive and active conservation
shifted by two years from the Water Use Forecast prepared by John Whitcomb in June
2002, Exhibit 1, page 1.

2 Recycled water use based on Kennedy/Jenks, Demand Estimate Summary Table 3 from
Redwood City Recycled Project Cost Summary 11-01-04 and includes Phase 2 recycled
water demand projections.

3 SFPUC potable water purchases are estimated at total water demand, plus 10% to account
for system loss, less estimated recycled water demand.

4 Wholesale potable water rate projection based on SFPUC Projected Wholesale Water
Rates For Planning Purposes Only, August 18,2004, which projects wholesale rates rising
from $1.13 per ccf in 2004/05 to $3.19 per ccf over the next 10 years.

5 SFPUC wholesale rates are not projected to increase in 2005/06 due to excess
accumulated rate reserves that will offset the need for wholesale rate increases next year.

6 South Bayside System Authority (SBSA) recycled water rates based on Agreement for the
Production and Delivery of Recycled Water and esti mates developed by S BSA and City
staff. Recycled water rate projections assume SBSA operating costs will escalate at the
annual rate of 3.5% to account for cost inflation.

The financial impacts of a drought are based on a hypothetical 20% SFPUC system-wide
shortage and assume the City can reduce water use by a maximum of 10% during a
drought via conservation plus emergency use restrictions.

7

BARTLE WELLS ASSOCIA TES
F:\Jobs\Redwood City\1921\ \Redwood City Tables 12-20-04\Assumptions 3,12/21/2004,5:50 PM
