7.13. - Page 3 Exhibit 1 <br />RESOLUTION NO. <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY SUBMITTING TO THE VOTERS CERTAIN CHARTER <br />AMENDMENT AT THE CONSOLIDATED GENERAL MUNICIPAL <br />ELECTON TO BE HELD ON TUESDAY, NOVEMBER 8, 2011 <br />WHEREAS, pursuant to the authority provided by Article XI of the Constitution, <br />Title 4, Division 2, Chapter 3 of the Government Code and Division 9, Chapter 3, Article <br />3 (commencing at §9255) of the Elections Code of the State of California, the City <br />Council of the City of Redwood City desires to submit to the voters proposed certain <br />Charter amendments relating to the acquisition and disposal of property; and <br />WHEREAS, under the provisions of the Redwood City Charter, and by its <br />Resolution No. 15111, approved May 23, 2011, the City Council has called a municipal <br />election on November 8, 2011 (the "Election "), and requested the assistance of the <br />county elections office; and <br />WHEREAS, the City Council is authorized and directed by statute to submit the <br />proposed charter amendments to the voters; <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of <br />Redwood City as follows: <br />1. That the City Council, pursuant to the right and authority under California law, <br />hereby orders that the following question be submitted to the qualified <br />electors of the City of Redwood City at a Consolidated General Municipal <br />Election on November 8, 2011: <br />Shall Section 3 Y of the City Charter be amended so that YES <br />the City may have more flexibility over the acquisition and <br />disposition of its assets, including the development of its <br />real property assets, when selling or leasing them, by <br />having the option of selling or leasing to the highest bidder NO <br />or by considering other factors that may best serve the <br />public interest? <br />This question requires the approval of a majority of those casting votes. <br />3. The complete text of the proposed amendment is attached hereto as <br />Attachment A, and the complete text [is] [is not] to be printed in the voter <br />pamphlet. <br />4. The City Clerk is instructed to transmit the Measure to the City Attorney along <br />with a request that an impartial analysis be prepared for inclusion in the <br />Voters' Pamphlet materials.
