On-going pay differentials of variable percentages of base salary to SEIU <br /> employees in the PWS Fleet division who acquire and retain industry certifications <br /> and are assigned by the PWS director to perform applicable duties to meet <br /> department business needs. Differentials for qualifying existing certifications would <br /> commence at the beginning of the first payroll period following Council approval. <br /> Certification of sewer system operators will benefit the City of Redwood City by assuring <br /> that the sanitary sewer collection system will be operated by qualified operators that have <br /> the knowledge and skills to maintain and operate the system in a professional and <br /> optimum way. The State of Califomia Regional Water Quality Control Board has mandated <br /> that cities and special districts adopt a Sanitary Sewer Management Plan (SSMP) by 2008, <br /> as part of new regulations designed to reduce sewer overflows. The SSMP will also <br /> require that collection system agencies establish and maintain ongoing training programs <br /> , ", "", """ ""toassurethatitsemployeesarelnfonnedandknowledgeabJeofthelatest"'system ", <br /> technologies and regulatory requirements. By maintaining collection system certifications, <br /> all certificate holders must acquire a minimum of 12 training contact hours annually <br /> towards maintaining their respective certiflC8tions. <br /> The California Water Environment Association (CWEA) is responsible for administering <br /> examination and certification in six wastewater areas including collection system <br /> maintenance, wastewater treatment plant maintenance, laboratory analysis, bio solids land <br /> application management, environmental compliance inspection and industrial treatment <br /> plant operations. Founded in 1927, CWEA currently has 7,200 members and has certified <br /> 3,577 members. Each year, CWEA provides approximately 1,100 tests through a complex <br /> set of 21 validated certifications. Many wastewater agencies use the certificate as a basis <br /> for hiring and promotion decisions. CWEA conducts training, disseminates information, <br /> develops training manuals and tests for competency and also recognizes outstanding <br /> wastewater profeSSionals and agencies through local and statewide awards programs. <br /> Certification of fleet staff will ensure the continued motivation, training, and retention of a <br /> highly skilled work unit, while keeping up with rapidly changing equipment technology, and <br /> sustaining a high level of "contracting In" other agencies' specialized fleet maintenance. <br /> The independent, non-profit National Institute for Automotive Service Excellence (ASE) <br /> was established in 1972. ASE's stated mission is to Improve the quality of vehicle repair <br /> and service through the testing and certification of repair and service professionals. <br /> Approximately 420,000 professionals hold current ASE certifications. They work in all <br /> sectors of the US automotive service industry: car and truck dealerships, independent <br /> garages, fleets, service stations. and franchises. <br /> Prospective candidates register for and take one or more of ASE's 40-plus exams. The <br /> tests are grouped Into specialties for automobile, mediumlheavy truck, truck equipment, <br /> school bus, and collision repair technicians as well as engine machinists, alternate fuels <br /> technicians, parts specialists, auto service consultants, and collision damage estimators. <br /> Upon passing at least one exam and after providing proof of two years of relevant work <br /> experience, the test taker becomes ASE certified.
