5.1H REPORT Page 1 To the Honorable Mayor and City Council From the City Manager July 24, 2006 Subject Agreement for support of the Redwood City Family Centers for FY 2006/2007 and 2007/2008 Recommendation Approve and authorize the City Manager to execute the agreement between the City of Redwood City, County of San Mateo, and the Redwood City School District for support of the Redwood City Family Centers for fiscal year 2006/2007 and 2007/2008. Background The City of Redwood City (City) in partnership with the Redwood City School District (District) and the County of San Mateo (County) agreed to assist the Redwood City Family Centers with sustainability of the program at Fair Oaks, Hoover, Kennedy and Taft schools. The Redwood City Family Centers were established to actively involve Redwood City residents, educators and human service providers in supporting neighborhood children to become successful learners. The Redwood City Family Centers provide one- stop services including health services, family support services, parent-community partnerships, adult education, and after-school programs. This programis supported and overseen under the leadership of Redwood City 2020. The Redwood City Family Centers reach students and their families at four "family centers" housed at the elementary and middle schools (mentioned above) in a way that few programs are able to do because they are strategically linked to the school conmunities they serve. In July 2002, The City of Redwood City received a Program Excellence Award from the International City Managers Association for this highly successful program. Redwood City, San Mateo County and the Redwood City School District are funding the core operations of the Redwood City Family Centers with $107,151 from San Mateo County, $90,000 from the Redwood City School District and $85,500 from Redwood City for fiscal year 2006/2007. The total budget for the Redwood City Family Centers for 2006/2007 is approximately $4 million. Over 50% of the budget includes redirected and in-kind resources. Additional funds include: $50,000 from the Grove Foundation: $100,000 from the Peninsula Community Foundation: $25,000 from the County of San Mateo-Health Department; $70,000 through a one-time grant with the County of San Mateo-Human Services Agency; $75,000 from the Lucile Packard Foundation for Children's Health: $134,000 from the Cowell Foundation; $282,200 in local funds from First 5 San Mateo County; $40.000 from the local Children's Health Initiative; $50,000 from the Westly Foundation: $25,000 from the John W. Gardner Center; and $50,000 from the Stuart Foundation.
