<br /> 5.1C <br /> Page 1 <br />REPORT <br />TO;th$ Honorable Mayor and City Council <br /> From the City Manager <br />July 24, 2006 <br />Subject <br />Downtown Parking Validations <br />Recommendation <br />Rescind the motion of July 25th, 2005 which limited the ability to validate parking to retail, <br />restaurant, and entertainment establishments. <br />Background <br />On July 25th, 2005, as partofthe approval ofthe Downtown Parking Management Plan. the City <br />Council approved a motion to restrict the ability to issue validations for limited amounts of free <br />parking to retail, restaurant, and entertainment establishments. <br />Staff has since discovered that the parking control equipment cannot support such a complex <br />validation scheme. In order to avoid unacceptable customer service problems while still <br />complying with the two-tiered validation system required by the Parking Facilities Agreement <br />between the City and the developer of the retail/cinema project, all non-cinema parkers must be <br />treated the same. <br />No significant parking conflicts are anticipated as a result of this action since the uses excluded <br />from the program by the previous motion, such as personal services and offices, have peak <br />periods of activity very different from retail, restaurant, and entertainment uses. <br />Fiscal Impact <br />Staff strongly believes that the fiscal impact will be minimal. This is due primarily to the fact that <br />the $5.00 per hour evening and weekend rate will effectively discourage people without <br />validations from parking in the garage. This will likely diminish the revenue during these hours <br />regardless of who is allowed to validate.
