On May 23, <br />2005, the City Council approved Amendment NO.1 extending the agreement to December <br />31,2005 at the same unit prices and increased the not-to-exceed amount to $190,000. On <br />August 22, 2005, Council approved Amendment NO.2 extending the agreement through <br />June 30, 2006. This amendment extends the agreement entry level labor class unit price, <br />modifies the mid-level labor class from one to two classes and unit prices, increases the <br />senior level labor class unit price, and extends the length of the agreement from July 1, <br />2006 through June 30, 2007, and approves additional funding in an amount not to exceed <br />$190,000. <br /> <br />The Public Works Services Department utilizes temporary labor services to fill short term <br />gaps in full-time regular employee positions that are created by vacancies and/or seasonal <br />peaks in work load. Temporary labor services are used to implement the seasonal leaf <br />vacuum, crack sealing, and paving projects. Funds for temporary labor were approved by <br />Council in the FY 06-07 Public Works Services operating budgets. <br /> <br />Bay Span performs a thorough background check process and initial employee training for <br />the temporary employees that the City accepts. Their insurance and worker's <br />compensation coverage meet the City's requirement which reduces the risk to the City for <br />the employees that are accepted for work assignments. <br /> <br />Alternatives <br />1) The City could directly hire casual labor to fill these needs. Bay Span provides a <br />thorough background check and covers the workers compensation injury liability for <br />these temporary workers. This provides a viable temporary worker at reduced risk <br />exposure to the City. <br />2) The City could use another firm for temporary labor services. Bay Span provides <br />quality initial screening, background checks, and basic employee training for <br />workplace behavior and has agreed to a diligent 7 -step procedure for hiring <br />temporary labor. Other firms the Department has used in the past did not agree to <br />these steps that meet the City's standards for hiring temporary labor. <br />Temporary Labor Services Amendmenl3 <br />Page 1 of 2 <br />
