��� <br /> � <br /> REPOR T <br /> To Redevelopment Agency Board <br /> From the Executive Director <br /> EXECUTIVE SUMMARY <br /> December 13, 2004 <br /> Subject <br /> Consideration of Five-Year Implementation Plan 2005-2009 for the Redwood City <br /> Redevelopment Project No. 2. <br /> Recommendation <br /> In accordance with Article 16.5 of the CRL Section 33490, stafif is requesting the Agency <br /> Board of Directors conduct a Public Hearing to receive testimony on the proposed <br /> Implementation Plan, January 2005 through December 2009, Redwood City <br /> Redevelopment Project No. 2. Following the receipt of testimony, staff is recommending <br /> that the Public Hearing be closed and that the Board adopt the Implementation Plan. <br /> Issues <br /> California Redevelopment Law requires that the Redevelopment Agency ("Agency") <br /> prepare an implementation plan for all project areas every five years. The Agency must <br /> adopt an implementation plan ("Plan") for the period of January 1, 2005 through December <br /> 31, 2009 no later that December 31, 2004. That Plan is attached. <br /> The Plan contains: <br /> 1) A description of the Agency's specific housing and non-housing related goals <br /> and objectives for the project areas, including specific programs, possible <br /> projects, and expenditures projected for the next five years; <br /> 2) A description of how the goals, objectives, programs and expenditures will <br /> alleviate blight; <br /> 3) A description of how the goals and programs will implement the affordable <br /> housing requirements over the next 10 years pursuant to recent legislation. <br /> 4) A review of the goals, objectives and achievements of the previous five year <br /> Plan. <br /> Major Findings <br /> The Redwood City Redevelopment Agency is in full compliance with all of the regulations <br /> of Section 33490 of the California Redevelopment Law ("CRL"), as well as with the new <br /> housing requirements that became effective January 1, 2002 as a result of the passage of <br /> AB 637 and the "clean-up" legislation of SB 701.
