. <br /> REPOR T <br /> To Redevelopment Agency Board <br /> From the Executive Director <br /> December 13, 2004 <br /> Subject <br /> Consideration of Five-Year Implementation Plan 2005-2009 for the Redwood City <br /> Redevelopment Project No. 2. <br /> Recommendation <br /> In accordance with Article 16.5 of the CRL Section 33490, staff is requesting the Agency <br /> Board of Directors conduct a Public Hearing to receive testimony on the proposed <br /> Implementation Plan, January 2005 through December 2009, Redwood City <br /> Redevelopment Project No. 2. Following the receipt of testimony, staff is recommending <br /> that the Public Hearing be closed and that the Board adopt the Implementation Plan. <br /> Background <br /> The Implementation Plan has been prepared pursuant to the requirements of Section <br /> 33490 of the California Redevelopment Law. Included in the regulation is the requirement <br /> that an implementation plan be prepared for all project areas every five years. This Plan is <br /> intended to fulfill that requirement, to serve as a multi-year planning vehicle for projects in <br /> Redwood City Redevelopment Project No. 2, and to articulate the link between the projects <br /> undertaken and the alleviation of blight in the Project Area. Pursuant to Section 33490, <br /> the Agency must adopt an Implementation Plan for the period of January 1, 2005 through <br /> December 31, 2009 by no later than December 31, 2004. <br /> The key requirements, which this implementation plan addresses, are: <br /> ■ A description af the Ageney's specific housing and non-housing related goals and <br /> objectives for the project area, including specific programs, possible projects and, <br /> expenditures for the next five years. <br /> ■ A description of how these goals, objectives, programs and expenditures will <br /> alleviate blight. <br /> ■ A description of how these goals, objectives, programs and expenditures will <br /> implement the low- and moderate-income housing set-aside, housing production, <br /> and housing set-aside targeting requirements of the law over the next 10 years. <br /> Redev/Staff Reportsl12-2004/Implementation Plan 1 <br /> SMlcje <br />
