The diverse property ownership pattern also <br /> impeded the private sector's ability to assemble lots for expansion of new development. <br /> As in the other finro areas, Amendment Area #2 suffered from inadequate infrastructure. <br /> Existing streets required resurfacing, reconstruction as well as sidewalk, curb and gutter repairs. <br /> Traffic circulation within and around the Amendment Area was impeded by the Southern Pacific <br /> Railroad tracks. The multiple street grid system in the Area created dead-end streets, irregular <br /> intersections, and, as in the case of the Woodside Expressway, some hazardous conditions. <br /> The storm drainage system in the Area was deficient; the pump station had insufficient capacity; <br /> and the local gutter system was inadequate. The northeastern portion of the Amendment Area <br /> also suffered from deficiencies in water delivery — particularly during peak periods of water use. <br /> The majority of the Area's sanitary sewer network was vitrified clay up to 80 years old, most of <br /> which had never been improved. Thus, extensive public improvements were needed in the <br /> Area. <br /> Amendment Area #2 also had a prevalence of social and economic maladjustments that <br /> contributed to blight. The 1980 Census for the Area indicated that its residential values were <br /> significantly below the City and Countrywide average; that the Area's housing stock was <br /> considerably overcrowded; and that the Area had a significantly larger proportion of very low- <br /> and low-income households as well as a lower skilled labor force. City records also showed a <br /> decline in the City's retail sales tax receipts and a continued disproportionately small share of <br /> building permit activities in the Area. Thus, economic conditions in Amendment Area #2 had <br /> declined or remained stagnant. <br /> Table 2 summarizes the existing blight conditions in each project area as they apply to the blight <br /> criteria set forth in the Redevelopment Law at the time of plan adoption or amendments <br /> (pre-1/94) and according to the current blight standards adopted under AB 1290 (post 1/94). <br /> Although redevelopment efforts have been undertaken to remove the blighting conditions since <br /> the date of the original plan adoption and the subsequent amendments, they are still prevalent <br /> today through the Project Area.
