 1
„, Mitigation: The Project is required under the Marina Shores Precise Plan
= to achieve a fifteen percent (15%) reduction in trips through implementation of
Transportation Demand Management programs ("TDM"). This requirement is fully
enforceable by a provision which permits the City to withhold building permits 'rf the 15%
reduction is not achievd. No further mitigation is proposed for the impact escribed
above.
Findings: Adoption of the Project, in place of the Initial Project, results'in
this impact being less than significant. Right-of-way constraints make further mitigation
of the impact described above infeasible.
U. Cumulative (2020) Imaact on the Veterans BoulevardlWoodside Road
Intersection
Potential Impact: By 2020, assuming the addition of traffic generated by
all other approved and pending projects in the vicinity, the addition of Initial Project
trac would have been expected to increase the average delay at the Veterans
Boulevard/Woodside Road intersection by more than five seconds during the PM peak
hour, a period during which the intersection would already be expected to operate at an
unacceptable level of service even absent the Project (Impact 7-20). However, the
Project, which is essentially identical to FEIR Alternative 6 for this purpose, is not
expected to have a significant cumulative impact at this intersection.
Mitigation: When and if the widening of the southbound approach to the
intersection on Veterans Boulevard to accommodate an additional through lane and the
widening of the on-ramp to U.S. 101 to accommodate a receiving lane become feasible,
the Project will be required to rrake a fair share contribution toward such improvements
(Mitigation 7-20). Additionally, the Project is required under the Marina Shores Precise
Plan to achieve a fifteen percent (15%) reduction in trips through implementation of
Transportation Demand Managemsnt programs ("TDM"). This requirement is fully
enforceable by a provision which permits the City to withhold building permits if the 15%
reduction is not achieved.
Findings: Adoption of the Project, in place of the Initial Project, results in
this impact being less than significant. Because CalTrans approval and cooperation
would be required for the widening of the U.S. 101 on-ramp, and because the
construction of an additional through lane on Veterans Boulevard would not be
desirable without this widening, as described in Mitigation 7-20, further mitigation
depends on the approval and cooperation of CalTrans and should not be treated or
relied on as feasible for this Project.
V.
