REPOR T ': <br /> c�.i� -� <br /> — To the Redevelopment Boa�d and City Councii <br /> From the Executive Director and Ci Mana er <br /> May 24, 2004 <br /> Subject <br /> Amendment No. 1 to Green, de Bortnowsky & Quintanilla, LLP Legal Services <br /> Agreement <br /> Recommendation <br /> Approve Amendment No. 1 to the Agreement with Green, de Bortnowsky & Quintanilla, <br /> LLP for legal services to provide special senrices to the Agency as required in <br /> connection with its redevelopment activities with an additional authorization not to <br /> exceed $100,000. <br /> Background <br /> On or about April 23, 2003, the Redevelopment Agency, in cooperation with the City <br /> Attorneys office, entered into a legal services agreement with the law firm of Green, de <br /> Bortnowsky 8� Quintanilla, LLP ("GdQ"). With offices in Calabasas and Cathedral City, <br /> GdQ serves as the City Attomey and Redevelopment Counsel for the cities of <br /> Cathedral City, Rancho Mirage, and Desert Hot Springs. From its Los Angeles office it <br /> — serves such clients as the Ciry of Victorville, the Pomona Redevelopment Agency and <br /> the Community Redevelopment Agency of the City of Los Angeles. <br /> The firm has extensive knowledge of governmental law, with specialized expertise in <br /> various aspects of municipai law, including redevelopment law, public finance law, la�v <br /> enforcement and code enforcement, environmentai law and litigation, condemnation, <br /> employment law, general municipal litigation and real estate service. GdQ offers timely <br /> advice, quality service and cost efficient legal representation. A copy of the firm's <br /> Statement of Qualifications is available for review in the City Clerk's office. <br /> Both Bruce Liedstrand, consultant to the Agency and City for community design, and <br /> Susan Moeller, Redevelopment Manager, have worked with the firm and specificaliy <br /> Charles Green for a number of years and found GdQ to be responsive, timely and very <br /> cost efficient. Their rates are competitive enough to offset the cost of travel required for <br /> the firm to work in Redwood City. The City Attomey supports this contract. <br /> Since the inception of the agreement, Charles Green has represented the <br /> Redevelopment Agency in matters related to redevelopment and City real property/land <br /> use services. GdQ has provided legal services in such areas as the Hailmark <br /> Apartments purchase, the downtown cinema project, the review of the Legai Aid <br /> settlement agreement, the redevelopment debt extension, the development agreement <br /> for the Marina Shores project and other miscellaneous projects. <br />
